Assists the Construction Manager (CM) in overseeing the construction process for the Connecticut Children’s Healthy Homes Program (CCHHP); oversees, coordinates, and monitors the work of licensed professional consultants (subcontractors) and licensed lead abatement, home improvement, and radon contractors; assists property owners and residents; coordinates and monitors program activities related to inspections/assessments, specifications and scopes of work, bidding, construction monitoring, and clearance.

Responsibilities

  • Assists the CM in their role managing the CCHHP construction process with the goal of meeting performance benchmarks that have been established by contract with the State of Connecticut and by grant award criteria. Facilitates the progress and successful completion of lead hazard control and healthy home projects. -15%
  • Assists in selection of and monitoring of the on-going performance of contractors to insure satisfactory performance level as well as reviews performance of professional service contractors for projects such as inspection/assessment, scope of work, regulatory approval, construction monitoring, project clearance, and project closure. -25%
  • Schedules contractor bid walks in coordination with CCHHP staff; reviews bid submissions from contractors and designates winning bidders. -10%
  • Monitors and oversees project implementation, timeliness, contractor communication and on-site relationships, and contractor quality of work.  Reviews project specific contractor evaluations as submitted by project consultants. -15%
  • Meets with and educates property owners and residents to understand the construction process and work to be completed.  -10%
  • Oversees lead abatement, lead hazard control, radon mitigation, and healthy homes intervention activity of contractors; monitors the project oversight that is provided by consultants to insure compliance with regulations, project specifications, and contract provisions; prepares change orders as needed; and directly monitors selected projects via on-site inspections.  -10%
  • Assists with and/or addresses issues that may arise during projects by working with property owners, contractors, consultants, regulatory officials, and others to achieve appropriate resolutions. -5%
  • Assures project compliance with the federal HUD Lead-Safe Housing Rule and EPA regulations related to lead (24 C.F.R. part 35 and 40 C.F.R. § 745.100 et seq.); OSHA Lead in Construction Regulations (29 CFR 1926); State of Connecticut statutes and regulations; and local regulations and ordinances related to lead hazard control and healthy home activities. -10%
  • Performs other job-related duties as assigned    
     

Qualifications

Education and/or Experience Required:

  • Education:  High School Diploma, GED, or a higher level of education that would require the completion of high school.
  • Experience:  Two years’ experience performing lead inspections, preparing reports that meet state and local compliance requirements, and preparing and maintaining documentation for regulatory review.

Education and/or Experience Preferred:

  • Education:  Bachelor’s Degree
  • Experience:  Prior experience as a lead abatement supervisor or trainer.

License and/or Certification Preferred:

  • Current or past certification as a Lead inspector / risk assessor.

Knowledge, Skills and Abilities:

Knowledge:

  • General knowledge of state and local statutes and regulations related to lead abatement and lead hazard control.  
  • Knowledge of state, local government and community-based programs related to lead poisoning prevention, code enforcement, and housing rehabilitation.  

Skills:

  • Excellent communication skills, both written and verbal.
  • Able to work with many different levels of individuals in a collaborative and informative way

Abilities:

  • Manage construction projects involving government agencies, private property owners, families and children, professional services (consultant) subcontractors, and private abatement and renovation companies.  
  • Engage and maintain participation from private property owners, abatement and renovation companies, community-based organizations, and local government programs.
