About the Department

Basic Purpose of the Job:
Under the general supervision this role primarily supports the professional growth and technical development of staff by providing expert guidance on applicable codes, rules, and regulations. The position also participates in on-site building, mechanical, and plumbing inspections, as well as residential and commercial plan reviews as needed. The position enhances the skillset and capacity of department and city personnel through targeted training, mentoring, and knowledge-sharing in ICC code compliance, plan review procedures, and industry best practices.

Position Duties

Essential Functions:

  • Provide Expert guidance and training to City's Building Division related to ICC code compliance, plan review procedures, and best practices. Mentor department and city staff to build their expertise and confidence in performing complex technical tasks.
  • Serve as the resource for interpreting regulatory codes—local, state, and ICC-based. Provide expert guidance and solutions to staff, contractors, architects, and the public, helping all parties align on code-compliant practices.
  • Participate in revising policies, procedures, or guidance documents to improve consistency, clarity, and efficacy in plan review processes. Recommend procedural enhancements or policy updates based on observations from plan reviews and inspections.
  • Occasionally perform building, mechanical, plumbing inspections, and building code violations in coordination with Building Division staff.
  • Keep meticulous records of review comments, training materials, and inspection findings. Monitor changes in building and construction codes, and share updates with staff to ensure continuous regulatory compliance and best practices.
  • Perform detailed plan reviews of residential and commercial construction projects, ensuring full compliance with building, mechanical, plumbing, and other related codes. Provide clear feedback and direction to resolve any code deficiencies.
  • Collaborate with the Community Development Department, Fire District, and other relevant stakeholders on project reviews and other building-related initiatives as required.

Minimum Qualifications

Job Requirements:

  • High school diploma or general education degree.
  • At least ten (10) years of experience in the construction industry, responsible for reviewing construction plans for code compliance, completing building inspections, and issuing building permits. Preferred experience in public-sector role as building official, plans examiner, or building inspector.
  • Excellent written and oral communication skills
  • Strong quantitative, analytical and organizational skills
  • Ability to prioritize, multi-task and the ability to work under strict deadlines in a fast-paced environment
Licensures & Certificates (must be active and current.)
  • Current Colorado driver's license with acceptable record.
Physical Requirements and Work Environment:
Physical Demands: Must possess ability to work in a standard office setting; strength to lift and carry materials up to 50 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate with employees and the public.  
Work Environment: Works primarily in clean, comfortable office environment; outside work, with exposure to elements, may require driving and walking during inclement weather.
