Duties
This position is located in the Office of Accident Investigation and Prevention (AVP) within the FAA's Aviation Safety (AVS) line of business. The Supervisory Aviation Accident Investigator serves as the Director of the Accident Investigation Division (AVP-100), which is at the highest non-executive managerial level. Manages the work of a large, multi-level organization typically through subordinate managers, Air Safety Investigators and a staff of highly skilled technical and professional personnel, and leverages the services of other organizations and AVS for support. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. Applies detailed knowledge of the technical aspects of aircraft accident and incident notification, investigation, and reporting, and has a comprehensive understanding of the objectives for the Office of Accident Investigation and Prevention, and the FAA. Establishes new policies and procedures governing aircraft accident and incident investigations, and make exceptions. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where AVS/AVP or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Manages investigations and assigns the FAA Investigator-in-Charge to major/significant aviation accidents to provide analyses for the most complicated and complex accidents. Directs managers and staff in conducting special studies and investigations of the most complex nature, including basic research of aircraft accidents or incidents with the National Transportation Safety Board (NTSB) and affected organizations within the FAA and external organizations, such as Air Traffic Organization, Aircraft Certification and airframe/engine manufacturers. Manages the participation of FAA investigators in technical workgroups as a result of aviation accidents to analyze what contributed to the accidents and to determine safety enhancements. These workgroups consist of FAA, industry and the NTSB. Contacts are routinely internal and external. Represents the AVP, AVS, or the FAA externally as a primary point of contact for policies/procedures or other project/programs, activities, including all types of proceedings involving accident investigation procedures and policies. Participates in meetings involving sensitive information with the intelligence community and NTSB in order to develop solutions to FAA-wide problems. Attends and receives briefings from the Central Intelligence Agency, FBI, and other Intelligence services, which involves Safety Management System (SMS) for their mission operations, as well as Accident Investigation Support on any foreign or domestic mission-related accidents that includes extremely sensitive location/position information, and well as classified payloads that may be involved in the accidents/incidents. Serves as the primary FAA liaison to the NTSB on all Board related issues. Directs, coordinates, and provides assistance to Flight Standards and other FAA offices regarding accident investigations and any other duties or assignments that may be required to establish and maintain nationwide safety investigation coverage of accidents and incidents.

Specialized Experience Includes: Experience developing policies and procedures governing aircraft accident and incident investigations.
