Cumberland County is seeking an innovative and compassionate Animal Services Director to oversee a department dedicated to protecting people, pets, and public health. As the Director of Animal Services, you’ll lead a multifaceted team responsible for enforcing state and local animal laws, managing shelter operations, overseeing animal control officers in the field, and guiding lifesaving initiatives such as adoptions, public education, and responsible pet ownership. You'll be at the forefront of responding to critical public health concerns, including dangerous animals, animal cruelty investigations, and rabies control.

This position plays a vital role in planning, organizing, and directing all departmental operations—ranging from strategic planning and budgeting to personnel development, public communications, and interagency collaboration. You’ll work closely with County leadership, public officials, veterinarians, non-profits, and the community to promote progressive policies, humane sheltering practices, and strong public safety outcomes.

Position Duties

  • Lead with Purpose: Supervise and develop a passionate team of Animal Services professionals, guiding performance, resolving personnel matters, and fostering a high-performance culture that drives compassionate care and public service excellence.
  • Shape the Future of Animal Welfare: Partner with County leadership to plan, implement, and evaluate strategic policies, programs, and ordinances that enhance animal services and align with community needs.
  • Collaborate for Community Impact: Serve as a key liaison with County departments, public officials, advocacy groups, and citizens to strengthen outreach, education, and positive relationships with the public and partner organizations.
  • Champion Humane Practices: Oversee shelter operations and ensure all programs—from foster care to volunteer engagement—reflect the highest standards of humane treatment, safety, and community connection.
  • Be the Voice of Animal Services: Coordinate media relations and public awareness campaigns to keep residents informed on adoption opportunities, public health issues, and responsible pet ownership.
  • Resolve Issues with Empathy & Integrity: Address citizen complaints, appeals, and service inquiries with compassion, fairness, and adherence to legal and organizational guidelines.
  • Drive Results with Data: Monitor service trends, maintain detailed reports, and use data-driven insights to inform decisions and improve services.
    Innovate and Improve: Lead the review of animal ordinances, fees, and operational practices in coordination with County legal, budget, and policy teams to ensure effective, efficient services.
  • Own the Budget: Oversee financial planning and resource allocation for the department, ensuring accountability, fiscal responsibility, and alignment with county priorities.
  • Be Prepared, Always: Direct the department’s disaster response efforts in coordination with emergency agencies, ensuring the safety of animals and the public in times of crisis.


Minimum Qualifications

Graduation from an accredited four-year college or university with a degree in animal science and four (4) years of progressive experience in the handling and caring of animals; or an equivalent combination of education and experience.

Other Qualifications

  • Knowledge to manage and motivate individuals to carry out the responsibilities of the Animal Services program  
  • Knowledge of State laws and local laws, regulations and ordinances relating to rabies, animal Services, animal cruelty, and confinement of animals.
  • Knowledge of public policy and budget management, regulations, administration, licensing, security, and monitoring of services led substances
  • Knowledge of methods of safely capturing and caring for animals, disease prevention, quarantine and Services in the animal shelter environment and breeds of animals to aid in identification of lost pets and to know aggressiveness of various breeds
  • Skilled at establishing and maintaining effective working relationships with agencies, law enforcement officials, local and State officials, the public, employees, and other Department heads
  • Ability to plan, organize, direct, supervise, coordinate and evaluate to the work of others
  • Ability to prepare budget estimates and various reports
  • Ability to understand and apply State and local laws, rules and regulations to local procedures
  • Ability to deal constructively, courteously and tactfully with the public and to maintain composure in stressful situations
  • Ability to deal effectively with an elected and/or appointed board members
  • Ability to maintain and review accurate reports, to develop legal citations and warnings, and to testify in court when necessary
  • Ability to establish and maintain effective working relationships with public and private groups and individuals

Conditions of Employment:

Training and certification as required by the County such as training and certification for euthanizing animals in a humane and legal way; training and certification concerning animal cruelty cases, to allow testimony in court; and training/certification in Incident Command/National Incident Management System (NIMS).

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.

Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment. Refusal to submit to testing or testing positive for prohibited substances will result in the withdrawal of the conditional employment offer.
