About the Department

Provides administrative oversight and coordination of the operational, budgetary, personnel activities, and foundation accounts for the Graduate College, Graduate student Graduate Assistant (GA) and scholarship allocation, and Graduate Student Senate (GSS). Prepares and/or coordinates analysis, data collection, reports, and other communication for all areas of oversight. This includes the coordination and implementation of the college’s grants, budget transfers, and awards. Serves as the primary administrator of the Graduate Allocation contracting application, with duties including collaborating with ITS on development, enhancements, and issues; training and troubleshooting application for end users; and ensuring policy and compliance efforts are met. Oversees and monitors the college’s financial activities in FMS, collaborating with Finance & Administration to ensure compliance with the University, State and federal guidelines. This includes planning, creating, analyzing, forecasting, tracking, and approving departmental budgets, Graduate Student Senate budgets, and all foundation accounts. Makes recommendations to the Provost, Dean, and line college FAD and Faculty on budget allocations and budget management. Provides functional and fiscal oversight of office clerical staff and the college’s Graduate Assistants and student employees. Serves as primary office liaison to the Director of Budgeting, Purchasing, Grants Accounting, Controller’s Office, Graduate Associate Deans, Graduate Program Coordinators, Human Resources, Bursar, Student Financial Aid, Office of Sponsored Programs & Research, Student Employment Services, Institutional Effectiveness, and the Foundation in matters involving budgets, faculty/staff contracts, graduate assistantships and scholarships, payroll, donors and donor/scholarship accounts, and purchasing.

Position Duties

  • All Fiscal/Budget Related Actions – holds decisional authority and responsibility for all aspects of budgeting for the college, graduate student allocation, and GSS. This includes:
    • GA and Scholarship Contracting – Primary administrator of the GA Contracting Application in a functional lead capacity for ITS and as a trainer, trouble-shooter, and resource to all end users (FAD, Faculty, Staff, and Students). Ensure compliance with university graduate assistant and scholarship policies, as well as Payroll, Grants, Student Financial Aid, Office of Budgeting and Planning, and Provost policies or requirements. Analyzes contracts for adherence to enrollment and funding requirements. Recommends to the Provost, Dean, and General Counsel alterations or development of graduate funding guidelines and contract terms. Annually sets up the application for end users to process funding contracts while maintaining policy compliance and budgetary parameters.
    • All Personnel Related Actions – Performs initial review of proposed personnel actions. Responsible for the initiation and completion of all contracts, addendums, and contract letters for all faculty, administrative staff, classified staff, and department graduate assistant staff. Serves as primary liaison for BGSU graduate assistant background checks to General Counsel, campus departments, and external vendor (PreTrax, Inc.). Continually monitors and updates the hiring processes for all employee classes to ensure compliance with federal mandates (FLSA/ACA). Advises, coordinates, oversees, and/or participates in all aspects related to the hiring, funding, and firing of graduate assistants at BGSU.
    • Serve as Primary Liaison – Serves as the primary liaison to Deans, Associate Deans, Program Coordinators, Administrators, Support Staff, and students for Graduate Contracting application training, use, and troubleshooting. Serves as primary liaison to Information Technology Services to implement and oversee PeopleSoft technology upgrades and graduate contracting application maintenance and projects, including campus wide reports. Serve as primary liaison to Capital Planning, Design and Construction, and Campus Operations for location, maintenance, and suite upgrades.
    • Other duties as assigned

Minimum Qualifications

The following Degree is required:

  • Bachelor’s degree required. Degree must be conferred at the time of application.
The following Experience is required:
  • 3 years budgeting experience in higher education or another organizational setting

Other Qualifications

Knowledge, Skills and Abilities:

  • Budget experience 

  • PeopleSoft system(s) experience

  • Database experience

  • Problem analysis and resolution skills 
  • Ability to collect and analyze financial and other data, make projections, define problems, and validate conclusions regarding fiscal control
  • Strong technical skills to create reports and present complex financial concepts in a clear and concise manner
  • Must also have strong managerial and administrative skills to accommodate the unique and vast array of workload issues
  • Demonstrated ability to manage complex budgets and expenditures. 
  • Must be able to work independently under the pressures of very tight deadlines
  • Strong project management skills
  • Strong verbal and written communications skills involving high-level and detailed communications with internal and external contacts
  • Proficient in Microsoft Office – Excel and Word
