About the Department

The Electric Director oversees and manages all aspects of the City of Chaska’s electric utility operations. This leadership role is responsible for guiding current initiatives and planning for future needs, ensuring the successful execution of departmental goals, and providing direction and supervision to staff to deliver safe, reliable, and efficient electric service to the community.

Intended Hiring Range: $149,947 - $179,940 annually

Position Duties

  1. Directs the daily operation of the electric utility, making and monitoring project assignments, ensuring compliance with all regulatory requirements, activities, and reporting needs.
  2. Provides leadership and direction for all department employees, including supervisory staff, in accordance with the City’s employment policies, labor agreements, and safety program. Oversee all personnel matters within the department including hiring, discipline, performance evaluations, and terminations.
  3. Prepares and manages the department’s annual budget, five-year financial forecast, ten-year Capital Improvement Program, and electric rate structure. Compiles and analyzes data to make recommendations, and oversees purchasing of supplies, materials, and fleet vehicles/equipment to ensure timeliness and cost efficiency. 
  4. Coordinates with the City’s wholesale power supplier and maintains ongoing relationships with other electrical providers including, but not limited to Xcel Energy and Minnesota Valley Electric Cooperative.
  5. Monitors electric usage of the City’s large industrial customers and negotiates electrical interruptible contracts and interconnection agreements with qualifying generator users.
  6. Responds to residential and commercial customer concerns and provides information to the public, including implementation of the Conservation Improvement Program that encourages conservation, efficiency, and renewable energy use.
  7. Manages the design, layout and cost estimation of electrical system for new construction and major repair or rebuild projects.
  8. Keeps the City Administrator and other City departments informed as needed, and requests action where required. 
  9. Collaborates with other City departments as needed to provide Electrical Department input and recommendations, personnel or work crews, and equipment.
  10. Serves as an alternate on the MMPA Board of Directors.  
  11. Performs all other related duties as requested or assigned.

Minimum Qualifications

Required Education, Experience, Licenses, and Certifications

  • Associate’s degree in Electrical Utilities, Electrical Line Work, or related field with
    • 5 years of experience of line work including Journeyworker and
    • 5 years supervisory experience
  • Valid driver’s license 
  • High Voltage Electric Certification

Preferred Qualifications
  • Bachelor’s degree in Electrical Engineering, Applied Technology, Business Administration, or related field 
  • 3-5 years of project management experience
  • Valid Class A Commercial Driver’s License (CDL)

  • Proven managerial experience with the ability to lead and develop teams
  • Ability to implement strategic goals established by the City Council
  • Experience working with labor unions and collective bargaining agreements
  • Financial budgeting skills, including monitoring and cost control

  • Team-oriented approach and collaborative mindset
  • Well-prepared and proactive in planning and decision-making
  • Knowledge of industry related software and systems

  • Occasional lifting, carrying, or moving of objects weighing up to 25 pounds 
  • Ability to wear and utilize personal protective equipment (PPE) as required for site visits

  • Occasional exposure to conditions that include outdoor weather conditions, loud noise, and potential electrical hazards
  • Driving to and from city facilities and work sites
