JOB SUMMARY:

Provide comprehensive fiscal and administrative support for the Department, including processing purchase requisitions, invoices, and journal entries in Workday; managing P-Card transactions; and assisting with travel and expense reporting. Coordinate Board of Estimates (BOE) submissions, including drafting memos, tracking approvals, and liaising with internal staff and other departments. Support technology needs by coordinating with BCIT on equipment upgrades and purchases. Assist with grant administration, including setting up new awards, tracking expenditures, submitting invoices, and ensuring accurate costing allocations. Additionally, support onboarding of new hires, including hardware and account setup.

ESSENTIAL FUNCTIONS

  • Process purchasing requisitions, invoices, and journal entries in Workday.
  • Manage P-Card transactions, including receipt collection and reconciliation.
  • Support travel, expense reporting, and other departmental fiscal processes.
  • Coordinate Board of Estimates (BOE) submissions, approvals, and documentation.
  • Draft BOE memos and capital transfer requests
  • Respond to BOE inquiries.
  • Assist with grant administration, including setup, tracking, invoicing, and reporting.
  • Ensure accurate grant costing allocations and perform corrective journal entries.

MINIMUM QUALIFICATIONS

Education: Have a bachelor's degree from an accredited college or university.

AND

Experience: Have 3-4 years of prior related job experience preferred.

OR

Equivalency Notes: Have an equivalent combination of education and experience. Non supervisory experience or education may not be substituted for the required supervisory experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of English grammar and usage, spelling, punctuation and vocabulary.
  • Proficiency in the application of Microsoft Office Suite Products to produce letters, reports and presentations.
  • Knowledge of standard business formats for correspondence, narrative reports and related materials.
  • Ability to communicate both orally and in writing.
  • Ability to exercise sound judgment on a variety of matters guided by general instructions.
  • Ability to accurately compose a wide variety of correspondence, forms, reports and minutes.
  • Ability to locate and retrieve information from a variety of sources and to compile the information following general directions.
  • Ability to deal with other employees and the public with tact and courtesy.
  • Ability to set priorities and complete multiple tasks accurately and efficiently.
  • Ability to work independently and in a collaborative team environment.
  • Ability to maintain confidentiality of sensitive business matters and use discretion in handling confidential information.
  • Ability to take initiative and follow through on tasks.

ADDITIONAL INFORMATION

Background Check                                        

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
