Title:  Safety Supervisor

Purpose: This position is responsible for improving workplace safety by identifying and removing hazards as well as instructing employees of applicable safety procedures set by Davidson Transit Organization (DTO) management as well as appropriate local, state and federal authorities. The incumbent will perform required event investigation and documented follow-up, including claim reconciliations, regarding employee and customer safety-related accidents and incidents, on or involving DTO property and MTA/RTA transit vehicles, or third party operator safety coordination, as applicable. Applicant will also act as a liaison with other MTA departments to coordinate safety related trainings and mock drills, under the direction of the Safety Manager. The successful candidate must be able to effectively communicate with union personnel, and manage the Memorandum of Agreement between David Transit Organization and The Amalgamated Transit Union in order to maintain a good working relationship with the union. The incumbent must be able to work with the General Public, Property Owners, and  Governmental Agencies (such as Metro Police Department and Emergency Management Services) in order to ensure the proper enforcement of safety regulations applicable to DTO employees, customers and visitors.

Reports to:  Safety Manager

 

Safety Core Functions:

  1. Conducts routine operator route checks for identification and reporting of safety behaviors.  Works with Operations management and training department to identify areas of training pre and post incident/accident events.
  1. Conducts routine walkthroughs of maintenance operations within all DTO properties; provides recommendations to Vehicle and Facilities Maintenance management as appropriate, upon identification of areas for improvement or immediate remedy.
  1. Investigates and responds to passenger complaints regarding safety events and associated claims of injury, property loss/damage, etc. Monitors surveillance systems and camera feed, as necessary to complete post-accident investigation and complaint follow-up, as directed by the Safety Manager.
  1. Serves as representative for court proceedings, as required.
  1. Provides recommendations for and coordinates employee and front-line staff trainings and safety drills with DTO Security department, and external Metro departments, as assigned.  Ensures DTO compliance with OSHA, TOSHA, DOT or other required safety regulations.
  1. Provides statistical information and analysis in preparation for MTA/RTA board reporting and research agencies, to determine trends and recommendations for safety programs.   Provides recommendations to the Safety Manager or Director of Operations for progressive discipline and imparts corrective action when safety violations occur.

Safety Support Functions:

  • Update all relevant databases (i.e. National Transit Database, American Bus Benchmarking Group, etc.) as required.
  • Review and update all safety policies and memorandums to ensure concurrence with local, state and federal standards.
  • Serves as delegate for DTO Safety Manager at Office of Emergency Management (OEM) during times of city-wide declared weather-related or emergency situation(s).
  • Assist Operations Supervision in the field during inclement weather situations, as needed.

Recommended Preparation for Employment:

Demonstrated proficiency with Microsoft Office software programs.  General health and safety oversight experience. Specialized understanding in a field such as: safety oversight, accident investigation, inventory control, or risk assessment would be preferred.  Minimum of two years supervisory experience; familiarity with union employee work environment is preferred.  

Must possess valid Tennessee Driver’s License prior to obtaining Safety Supervisor position or within a reasonable timeframe set by DTO management; no disciplinary actions within the past two years of employment.  The successful candidate must possess a high school diploma or GED equivalent.  Continued education in OSHA, TOSHA, and DOT compliance is preferred. Incumbent will be required to acquire working knowledge of all applicable transit service routes, safety procedures, standard operating procedures, labor contract regulations.  Applicant must have ability to demonstrate the application of risk assessment to company operations and activities.  Must complete OSHA and Accident Investigation training within reasonable timeframe set by the DTO Safety Department. 

Classification under Fair Labor Standards Act:  Exempt.   DTO is an EOE.
