Metro Transit’s Contracted Services Section within the Mobility Division is hiring a Transit Chief to lead the Community Transportation Services (CTS) team for Mobility Services (MS). This team is responsible for the operations of flexible services providing community-based and demand-responsive mobility options that complement Metro’s Fixed Route system and are foundational to providing equitable service across the county.
The Mobility Division is currently undergoing an expansive, division-wide strategic planning effort to integrate them into a more unified, efficient, and easy-to-use system. The ideal candidate will lead the team to adapt these services through this effort to continue to deliver what our customers expect while responsibly stewarding public resources.
CTS Chief Position:This position is a King County Metro people leader who will lead, coordinate, and support Mobility Services CTS program managers and staff of about 10 transportation professionals. The CTS Chief reports to the Mobility Services supervisor and works closely with staff and leaders in Mobility Services and beyond to ensure successful operation of the suite of sustained Community Transportation Services as well as supporting matrixed efforts and services such as Taxi Scrip and strategic planning. Additionally, this position will work with related community and agency stakeholders and partners as well as contracted vendors.
Community Transportation Services (CTS) Programs:
- Community Access Transportation (CAT): Provides flexible mobility options for underserved populations that include older adults, people with disabilities and low-income populations. Metro provides grant funds and/or vehicles to over 30 community agencies to set-up their own transportation service.
- Community Van: Provides request-based, shared-ride travel options for the general public to use throughout the day. Community Van trips are available seven (7) days per week, dependent upon the trip needs of the community and the availability of volunteer drivers. Vehicles are operated by volunteer drivers recruited by the community and approved by Metro’s Mobility Services. https://kingcounty.gov/en/dept/metro/travel-options/community-van
- Dial-A-Ride-Transportation (DART): Provides Trailhead Direct, the Water Taxi shuttle, and deviated-fixed-route service often focused in suburban or rural areas. The service is provided by Hopelink (subcontractor). Vehicle types range from 7/8-passenger sedans to 22’-35’ lift-equipped or ramped accessible vehicles. https://kingcounty.gov/en/dept/metro/travel-options/bus/dart
- Metro Flex: Provides on-demand neighborhood transit service. With one simple app—and just a few taps—you can ride anywhere in the service area, all for the same cost as a bus trip. The service is provided by Via (subcontractor). https://kingcounty.gov/en/dept/metro/travel-options/metro-flex
The incumbent is responsible for leading and supporting programs focused on transportation alternatives and helping to expand mobility options beyond fixed route bus and paratransit services. The ideal candidates for the position will possess proven leadership ability and excellent communication skills, be able to work autonomously, and successfully prioritize and deliver multiple efforts at a high level. A typical day is fast paced with tasks shifting between tactical, operational, and strategic.
This recruitment will be used to fill one (1) Community Transportation Services Chief. In addition, this selection process may be used to generate an eligibility pool for future career service vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.
Position Duties

Although not a comprehensive list, primary job duties along with other duties as assigned for a Community Transportation Services Chief follow:
Operational Management and Oversight
- Budget oversight, planning, and accountability for all CTS programs.
- Support evaluation and management of agreements/contracts with applicable external agencies, jurisdictions, and/or contractors.
- Coordinate with internal and external stakeholders on service activities and interact with contractors as needed.
- Ensure service guidelines and standards align with Metro’s goals to deliver a regional, innovative, and integrated mobility network that is safe, clean, reliable, equitable, customer friendly, and sustainable.
Planning and Strategic Development
- Lead and support short and long-range planning, analysis and reporting for programs and projects.
- Lead and support coordination with internal/external stakeholders to understand the mobility needs in our community, fill gaps in service, and/or enhance the customer experience.
- Lead and support coordination with internal/external partners to develop innovative mobility products to address the needs of commuters or transit dependent customers.
- Develop briefing and decision memos for upper management regarding new or current community transportation services programs.
- Analyze service data and processes to make recommendations for service improvements, expansion, or cancelation if applicable.
- Seek other funding partnerships (jurisdictions or grants) to expand mobility options for customers in our region.
- Monitor and coordinate programs to complement fixed route and ADA paratransit service to enhance the customer experience and create efficiencies where applicable.
Leadership
- Lead, coach, counsel, develop and empower direct or matrixed staff responsible for operating or supporting CAT, Community Van, DART, Metro Flex, and other Flexible Services.
- Establish performance objectives and standards, initiating corrective action when needed, conducting performance appraisals for direct reports, determining training needs, directing employees regarding policies and procedures, ensuring consistent application of labor policies and contract provisions, and providing guidance to staff concerning complex or sensitive issues and problems.
- Develop relationships and treat all employees, customers, partners, and stakeholders with respect and dignity as well as helping solve problems for the good of all.
- Lead, attend, participate and/or contribute to intra-agency work teams, core planning team, implementation teams, individual project teams and committees as appropriate to include preparing content, materials and information graphics for program briefings and updates as needed.
- Represent Metro or Section in a wide range of settings including advisory groups, technical advisory committees, project meetings, and professional conferences and webinars.
- Work collaboratively with a diverse group of individuals from a variety of different positions and backgrounds; be adept at finding win-win solutions, ability to align self, team, and agency goals.
- Demonstrate a commitment to equity, social justice, and sustainability.
Minimum Qualifications
Minimum Qualifications and Skills:
Bachelor's Degree in Transportation Management, Logistics, Planning (Land Use, Urban, Regional, Transportation, Environmental), Business, Public Administration, Economics, Technology or related field and work experience in transportation management, shared mobility, demand management OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work, including the following:
- Demonstrated knowledge and experience in transportation focused project and program management, implementation, and analysis
- Proven skill in prioritizing multiple competing priorities
- Demonstrated comfort and ability in managing multiple projects simultaneously in a fast-paced environment
- Strong formal and informal leadership qualities with proven experience leading individuals and teams
- Ability to engage productively, collaboratively, and while finding common ground on project teams of all types
- Ability to effectively conduct analysis and present findings to decision-makers
- Excellent writing skills showing ability to effectively develop options analysis and recommendations; and translate and interpret quantitative and technical information to non-technical audiences
- Strong presentation skills, including a proven ability to create and give dynamic presentations through excellent verbal, written, and presentation skills
- Experience working collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds, ideally with various level of local governments and the public
- Excellent interpersonal and communication skills
- Understanding of governmental workings; political savviness
- Expertise with MS Office (Teams, SharePoint, Outlook, Excel, Word, etc.)
- Experience working and interacting with the public; strong customer service skills
Desired qualifications (not required to apply)
- A Master’s Degree in Transportation Management, Logistics, Planning (Land Use, Urban, Regional, Transportation, Environmental), Business, Public Administration, Economics, Technology or related field and work experience in transportation management, shared mobility, demand management
- Transit agency experience in any of the following programs: Paratransit, Community Access Transportation, DART, and/or Vanpool/Vanshare programs
- Demonstrated knowledge and experience with a wide range of alternative travel options and concepts, including such things as community-based shuttles and vans, ridesharing and demand response technologies/programs, transportation network companies, and bicycle and pedestrian connectivity
- Experience with databases for reporting and analysis
- Demonstrated experience with contract/agreement monitoring and oversight
- King County Metro work experience
- Customer service/interaction experience
- Knowledge and/or experience with non-profits or community agencies
- Valid Washington State Driver's License by date of hire
- Ability to drive in multiple locations around the region
- Ability to occasionally work on weekends and after-hours, as needed

Work Schedule
Contracted Services positions have a work week that is 40 hours, Monday through Friday. In addition, some of the work associated with these positions may be performed remotely. These positions are subject to the provisions of the Fair Labor Standards Act and therefore are not eligible for overtime pay. Work outside normal business hours may be required occasionally.

Work Location
The primary location of the position is at the King Street Center offices, 201 S. Jackson St., Seattle, WA 98104.
Temporary Telecommuting Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
