We are seeking an experienced Talent Acquisition Specialist to join our team in VICTORIA, British Columbia, Canada.
As a Talent Acquisition Specialist, you will create proactive sourcing strategies, lead full-cycle recruitment, and serve as a brand ambassador to attract and hire top talent to support BC Pension Corporation’s evolving workforce needs. A blend of advisory and hands-on execution, this role will work closely with business leaders in the Information and Technology Division to build recruitment strategies and source exceptional candidates for various technical and specialized roles.
You will be part of a collaborative team and play a key role in projects and initiatives, such as leading our Co-op Recruitment Program and participating in the testing and implementation of new technology/tools. Hybrid Work Model
This position is located in our Victoria, BC office. You will have the flexibility to work part of the time on-campus and part of the time off-campus. The requirement for on-campus presence is a minimum of 40% of your schedule in a month.
Additional requirements are determined by the role functions and operational needs of each business area.
Responsibilities
- Strategic Recruitment: Design, lead, and execute targeted sourcing, recruitment, and retention strategies that address both immediate and long-term organizational talent needs. Ensure alignment with corporate goals, collective agreement, legislation, and internal policies. Utilize data-driven insights, labour market trends, and industry benchmarks to inform and optimize recruitment efforts.
- End-to-End Recruitment Management: Oversee and execute the full recruitment lifecycle, providing expert guidance on hiring practices, workforce planning, and staffing decisions.
- Talent Pipeline Development: Proactively source and engage passive and active candidates using diverse channels and technologies. Build and maintain strong relationships with external organizations, educational institutions, and community groups to enhance applicant flow and promote the BC Pension Corporation brand.
- Stakeholder Collaboration: Partner with managers, HR consultants, and business units to understand current and future workforce needs, tailoring talent acquisition strategies to source top talent effectively.
- Equity, Diversity & Inclusion: Integrate inclusive practices and equity measures into recruitment initiatives to foster a supportive and diverse workplace.
- Program Development & Continuous Improvement: Lead and maintain talent acquisition programs, evaluate recruitment activities for efficiency, and recommend best practices for continuous improvement. Support the implementation of People and Culture initiatives aligned with strategic objectives.
- Training & Outreach: Develop resources and deliver training and info sessions to hiring managers, employees, and job seekers. Represent BC Pension Corporation at career fairs and community events to promote employment opportunities.
- Technology & Systems Expertise: Provide subject-matter expertise on recruitment systems, including troubleshooting and support for tools like Oracle Fusion - Recruitment.
Qualifications
Must have
- Completion of a post-secondary credential in human resources or a related field. An equivalent combination of education, training and experience may be considered.
- A minimum of three years of recent experience leading full cycle recruitment (including candidate sourcing), preferably in a union environment, that includes:
- Demonstrated experience recruiting for technical (IT) roles
- Experience using LinkedIn Recruiter or other platforms to source candidates
- Experience applying and interpreting HR policy, legislation, and regulations
- Experience providing consultation and advice to hiring managers
- Experience navigating HR/recruitment systems
- Experience leading talent acquisition programs, initiatives, or projects
Nice to have
- Experience using Oracle Fusion is preferred.
- Chartered Professional in Human Resources (CPHR) designation is preferred.
Knowledge, Skills and Abilities
- Strong understanding and knowledge of current human resource policies, principles and practices.
- Working knowledge of applicable HR legislation such as employment standards, employment law, human rights, the Public Service Act, and collective agreement administration.
- Current knowledge of labour markets and trends.
- Strong project management skills (detailed, organized, takes initiative and effective at multitasking and meeting deadlines).
- Demonstrates agility, adjusting to changing priorities and requirements as needed.

- Skilled at using Microsoft 365 (Teams, Word, Outlook, Excel, Power Point)
- Ability to navigate and learn HR systems, software and tools (Oracle Fusion, testing platforms)
- Proficient using LinkedIn Recruiter to source candidates.
