Position Summary
The Human Service Specialist – Human Resources provides strategic and operational HR support for the Hope, Unity, and Freedom Center’s Psychosocial Day Support Program. This role ensures that staff are recruited, onboarded, supported, trained, and compliant with all regulatory and organizational standards, including Virginia Employment Commission (VEC) complaint management, Department of Labor (DOL) filings, and ACA reporting.
Key Responsibilities
Recruitment & Hiring
Develop and maintain accurate, up-to-date job descriptions for program staff.
Screen, interview, and conduct reference checks for prospective employees.
Organize recruitment events, job fairs, and outreach activities.
Ensure compliance with federal and Virginia employment laws, including handling VEC complaints and filings.

Onboarding & Orientation
Manage new hire paperwork, background checks, and credential verification.
Conduct employee orientation sessions and ensure proper integration into organizational culture.
Establish personnel files and system access for new employees.
Ensure accurate ACA reporting and compliance with DOL requirements.

Benefits Administration
Administer enrollment, changes, and terminations for health, dental, vision, life insurance, and retirement plans.
Provide guidance and support to staff on benefit options and eligibility.
Liaise with external vendors and insurance providers to resolve issues.

Training & Development
Schedule and track DBHDS-required and CPR/First Aid training.
Coordinate in-service workshops and ongoing staff development initiatives.

Employee Relations & Engagement
Provide support for employee concerns, conflict resolution, and workplace engagement.
Assist with employee recognition programs and morale-building activities.

Compliance & Documentation
Maintain HR records in compliance with DBHDS, federal, and state requirements.
Ensure all staff credentials, licenses, and certifications remain current.
Support audits, reporting, and HR policy enforcement, including DOL filings, ACA reporting, and handling VEC complaints.

Requirements
Bachelor’s degree in Human Resources, Business Administration, or Human Services preferred.
Minimum of two years HR or administrative experience, preferably in healthcare or human services.
Knowledge of DBHDS regulations, Medicaid requirements, and Virginia employment law preferred.
Strong organizational, interpersonal, and communication skills.
Proficiency with Microsoft Office and HRIS systems.
