MAJOR FUNCTION

The Community Health Care Financial Analyst supports data-driven decision-making and strategic planning by analyzing health care data, financial trends, and program performance. This role provides expert insights into cost management and financial forecasting, ensuring program efficiency and compliance. The position also facilitates collaboration across departments and with external vendors to support the goals of the Polk HealthCare Plan.

 

ILLUSTRATIVE DUTIES

Financial Analysis & Reporting

• Analyze healthcare claims, enrollment, and utilization data to identify trends and provide actionable insights.
• Develop and maintain dashboards and reports using business intelligence tools to track key performance indicators.
• Collaborate with administrative and operational teams to inform financial strategy and planning.

Budgeting & Forecasting

• Assist in preparing biannual budgets, long-term financial modeling, and scenario planning.
• Generate financial forecasts and projections to support planning and anticipate economic shifts.
• Conduct cost accounting analyses and support cost allocation across departments.

System Implementation & Integration

• Serve as the Fiscal department liaison for the implementation of data integration systems and new technologies.
• Coordinate with TPA, PBM, and other vendors during system rollout and operational transitions.

Contract Oversight & Vendor Compliance

• Act as the primary contact for third-party vendors (TPA and PBM) to ensure contractual compliance and performance standards.
• Participate in the negotiation or approval of agreements and vendor contracts.

Regulatory Compliance

• Ensure financial practices align with GAAP/GASB, state and federal regulations, and internal policies.
• Monitor and interpret regulatory updates affecting health care financial operations.

Process Improvement

• Evaluate current financial reporting workflows to identify inefficiencies and recommend enhancements.
• Document standard operating procedures for financial reporting and compliance processes.

General Support

• Perform additional fiscal responsibilities as directed by the immediate supervisor.
• Provide financial insight and recommendations to support Community Health Care program goals.

 

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of:

• Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
• Healthcare financing structures including HMO models, Medicare, and Medicaid.
• Reimbursement methodologies such as fee-for-service, capitation, and value-based care.
• Financial documents including income statements, balance sheets, and cash flow statements.

Skills in:

• Advanced Microsoft Excel for calculations, data modeling, and report generation.
• Enterprise Resource Planning (ERP) systems such as Oracle NetSuite, Hyperion, and Salesforce.
• Data extraction and analysis using Business Intelligence tools.
• Written and verbal communication to convey financial information clearly.

Ability to:

• Interpret and analyze healthcare claims and financial performance data.
• Collaborate across departments and with external stakeholders to drive financial strategy.
• Prioritize tasks and manage multiple responsibilities within deadlines.
• Adapt to regulatory, technological, and market changes in the healthcare sector.
• Identify inefficiencies in workflows and recommend process improvements.

 

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with course work in accounting, finance, health care management, or a related field, and have a minimum of five (5) years of experience, including 3 years of financial management and analysis experience.
 

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
 

An equivalent combination of education, training, or experience that is directly related to the duties of this position may be substituted for the stated minimum qualifications, except for required licenses or certifications.

 

SPECIAL PREFERENCE

Special preference will be given to those with one (1) year of experience in healthcare data systems (e.g., claims systems, EHRs, CRM systems) or business analysis tools and software (e.g., Microsoft Visio, Access, Power BI, Assure, SQL).

 

SPECIAL REQUIREMENTS

Must undergo a Level 2 (FDLE) background screening submitted electronically before commencing work.
 

Must maintain certification as a condition of employment.
 

Must be willing to work beyond normal working hours when necessary. In times of impending or declared disasters (e.g., hurricanes, tornados, flooding), this position may be required to participate in the Polk County Emergency Management Plan, which may involve extended absences from home and family. All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
