Position Summary:
Business Intelligence Team (BIT) Supervisor is responsible for managing a team of analysts who: collect and manage data, analyze data and conduct predictive analytics, develop data protocols and processes, implement new software and other tools that support the work of the Behavioral Health and Justice Division (BHJD) at the Department of Behavioral Health and Intellectual disAbilities (DBHIDS). While expertise in database architecture is not a requirement, general knowledge is necessary as this role will manage the BIT and lead the team to build and maintain the architectural foundation for the BHJD database. Additionally, this position will prioritize all data and database requests, data planning, and data systems with PMHCC’s Department of Information Systems (IS). Equally important to the technical skill requirements, the BIT Supervisor must possess interpersonal and leadership skills. This position will be responsible for significant inter- and intra-agency collaboration with criminal justice and behavioral health partners. The BIT Supervisor must be able to clearly and accurately represent the interests of the Division and the Department in meetings and email communications.
Duties and Responsibilities:
Personnel Management/Supervision
- Manage workflow for a team of data analysts
- Provide individual and group supervision to the data analysts
- Perform performance evaluations
- Monitor and approve time and attendance
- Provide group and personalized feedback for the BIT and share updates on progress and results as well as identify improvements for each team member
- Prioritize, plan, track and report project portfolio progress
Managing data support for BHJD’s Business Units
- Produce tracking systems and clinical screenings that will ultimately be integrated into the overarching BHJD database for current and future projects
- Provide data and graphics for projects in an efficient and timely manner and present information in a succinct and creative manner
- Generate reports—both for internal use and external sharing—that gauge the progress of BHJD’s initiatives
Oversee Continuous Quality Improvement
- Update and monitor a Continuous Quality Improvement framework for BHJD.
- Meet regularly with each BHJD initiative and develop/enhance Key Performance Indicators (KPI).
- Execute an Immediate Performance Improvement Plan when an initiative falls below their designated KPIs.
- Report performance and outcomes to both BHJD leadership and DBHIDS executive management.
Champion Business Intelligence
- Implement and assist in the transition of new software, systems and technologies for the Division
- Work with IS to coordinate functions of data systems and applications to improve data storage, access, and utilization methodology to continuously improve system functionality, quality and product delivery
- Provide data-driven support to BHJD contributions to the DBHIDS P.A.C.E. Strategic Plan, the DBHIDS TEC framework, and the city-wide Stepping Up Initiative
- Provide data-driven support to the BHJD Strategic Plan and Quality Improvement initiative
- Identify data and information needs of each BHJD unit
- Analyze reporting needs in and between several departments (internal and external); develop efficient methods to utilize current data, identify additional needs and build additional reporting by collecting raw data; and translate information to IS for standardized and novel reporting purposes
- Measure the impact of Justice, Equity, Diversity, and Inclusion lens on BHJD’s workforce and initiatives
- Initiate research projects that are data-driven, which directly address incoming questions from internal staff and external partners
- Evaluate outcomes of forensic services created to facilitate movement through the forensic system and the process of competency restoration
- Provide information, advice and support to BHJD business units about effective ways of collecting data for new initiatives
Additional Duties

Skills Required:
- Data management, database design, data analytics, data interpretation, infographics and presentation of results
- Ability to develop insights and trends from raw data
- Advanced understanding of Excel and Access Database
- Understanding of SQL; advanced understanding of SQL preferred
- Knowledge of SQL to build table and query level reporting
- CQI
- Demonstrated understanding of the legal and behavioral health systems in Philadelphia preferred
- Demonstrated skills in leadership, communication, interpersonal relationships, networking and goal achievement
- Ability to work cooperatively and communicate effectively with a wide variety of individuals and agencies representing varying perspectives and interests
- Proven ability to lead a team, organize priorities for team members and provide feedback
- Excellent oral and written communication skills
Physical Demands/Essential Functions:
Ability to physically perform the duties and to work in the environmental conditions required such as: maneuvering in office space, reaching file cabinets, fax and copier machines when necessary; sitting for up to two (2) hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions; travelling locally via public transportation and on foot from 1601 Market Street to 1101 Market Street, CBH, and various other destinations as needed; possessing a valid driver’s license and access to a personal car with insurance; passing criminal background check and background check required by the Philadelphia Prison System; and effectively using computers, databases and related common office software packages such as Microsoft Word, Excel and Access, SQL, and other graphical software.
Education and Experience:
- Bachelor’s degree in a field that emphasizes training in data analysis/data science and
- Prior work experience with data management and analysis. Preference will be given to candidates with demonstrated experience working with justice-involved populations with behavioral health issues.
