MAJOR FUNCTION

The Talent Acquisition & Marketing Recruiter is responsible for developing and executing innovative recruitment strategies to attract top talent to Polk County government. This role blends full-cycle recruitment with digital marketing and employer branding to promote the County as an employer of choice. The ideal candidate is equally skilled in talent acquisition and social engagement, with a passion for public service and diversity outreach.

ILLUSTRATIVE DUTIES Recruitment Strategy and Execution
  • Plan, develop, and execute full-cycle recruitment strategies for a variety of County positions, including hard-to-fill roles.
  • Manage the County’s employment branding and content on platforms such as LinkedIn, Indeed, and government job boards.
  • Design and implement marketing campaigns across multiple channels (social media, digital, print) to increase awareness of career opportunities with Polk County BoCC.
  • Collaborate with internal departments to create compelling job announcements and recruitment collateral.
  • Track and analyze recruitment metrics to inform continuous improvement of hiring strategies.
  • Develop and maintain talent pipelines using proactive sourcing, networking, and candidate relationship management.
Community Engagement and Representation
  • Represent the County at job fairs, community events, and professional conferences.
  • Ensure recruitment practices comply with federal, state, and County policies, including civil service rules and EEO regulations.
  • Promote inclusive hiring practices and contribute to diversity, equity, and inclusion efforts in workforce development.
Administrative and System Support
  • Enter, update, and manage job postings in the County’s recruitment and applicant tracking systems.
  • Maintain records and data in the applicant tracking system (ATS) in accordance with public record and retention requirements.
  • Monitor and report recruitment metrics, including time-to-fill, source effectiveness, and candidate flow.
  • Assist in reviewing and improving outreach efforts, recruitment plans, and diversity strategies.
KNOWLEDGE, ABILITIES AND SKILLS Recruitment and Talent Acquisition
  • Extensive expertise in full-cycle recruitment, including sourcing, screening, interviewing, and onboarding processes.
  • Demonstrate skill in develop innovative, data-informed sourcing strategies tailored to a variety of roles, including hard-to-fill positions.
  • Background in designing and executing recruitment marketing campaigns aligned with organizational branding.
Technical and Digital Expertise
  • Demonstrate proficiency with Applicant Tracking Systems (ATS) such as iCIMS, Jobvite, or Oracle Cloud.
  • Strong command of social media platforms and digital sourcing tools (e.g., LinkedIn Recruiter, Facebook, Instagram, X) for outreach, engagement, and employer branding.
  • Capable of troubleshoot and navigate electronic job boards, candidate pipelines, and posting platforms.
  • Skilled in digital content creation tools (e.g., Canva, Adobe Express) for recruitment collateral and branding support.
  • Proficient in Microsoft Office Suite and comfortable using data visualization tools like Excel (PivotTables), Power BI (basic), or Google Analytics (for campaign tracking).
Analytical and Compliance-Focused
  • Capable of collecting, analyzing, and interpreting recruitment metrics to evaluate strategy effectiveness (e.g., time-to-fill, source effectiveness, diversity outreach success).
  • Familiarity with public sector hiring practices, civil service regulations, and EEO laws.
  • Skilled to assess and adapt recruitment strategies based on performance trends and compliance requirements.
  • Recruitment operational cost tracking
Interpersonal and Communication
  • Excellent verbal and written communication skills for candidate outreach, content creation, and stakeholder engagement.
  • Demonstrate skills to build rapport and influence decision-makers throughout the hiring process.
  • Confident in presenting recruitment strategies, reports, and findings to leadership teams and public audiences.
Organizational and Strategic Thinking
  • Capable of managing high-volume requisitions across multiple departments while maintaining accuracy and timeliness.
  • Adept at juggling short-term priorities with long-term strategic goals in a fast-paced environment.
  • Commitment to continuous improvement and elevating the candidate experience through technology, service, and branding excellence.
MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year university with a bachelor’s degree in human resources, Marketing, Communications, Public Administration, or a related field.

Five (5) years of experience in recruitment, talent acquisition, or human resources.

Demonstrated experience in using social media platforms (e.g., LinkedIn, Facebook, Instagram, X) for recruitment or employer branding.

Familiarity with laws and regulations governing public sector employment and equal opportunity hiring.

Strong written and verbal communication skills, including experience writing recruitment materials or content marketing.

Ability to analyze data and adjust strategies based on performance metrics.

Valid Driver’s license required; must obtain a Florida license upon employment. Must maintain a clean driving record to operate an assigned county vehicle.

PREFERRED QUALIFICATIONS
  • Experience in local government or public sector recruiting.
  • Bilingual (English/Spanish or English/Creoles).
  • SHRM-CP, PHR, or similar certification.
  • Graphic design or digital content creation experience (Canva, Adobe Creative Suite).
Recommended Software Proficiency
  • Applicant Tracking Systems (ATS): Oracle Recruiting Cloud, iCIMS, Workday, or Jobvite
  • Social Media Management Tools: Hootsuite, Buffer, or Sprout Social, Spark Hire
  • Marketing/Design Tools: Canva, Adobe Express, Photoshop (basic level)
  • Data/Analytics: Microsoft Excel, Power BI (basic), Google Analytics (for campaign tracking)
  • HRIS: Oracle HCM Cloud
SPECIAL REQUIREMENTS

Work Environment & Schedule

This is a full-time, professional position based in Bartow, FL, with occasional travel to job fairs and events. A flexible schedule may be required to attend evening or weekend recruitment activities.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
