About the Department
Under general supervision, the incumbent is responsible for providing a wide range of non-sworn investigative support duties To the Bexar County Fire Marshal’s Office Investigations Division. This will include records management, uploading/archiving of all case file materials, inclusive of digital media evidence into the Bexar Evidence Ingestion System (BexarEIS) maintaining control and inventory of the Bexar County Fire Marshal’s Office Evidence/Property Room, assisting the Senior Deputy Fire Marshal with inventory of the armory/supply/equipment room and assisting with intake and processing of criminal evidence (both physical and/or digital evidence) in compliance with BCFMO policy, and state and federal law. Serves as records custodian, and answers public information/open records/freedom of information act requests as directed by the Chief Investigator.
Position Duties
Provides technical and operational support to Fire/Arson Investigators with complex/ difficult investigations of arson/explosive related offenses, violent crimes, hazardous materials and environmental crimes, and related criminal activity; may assist with interviewing complainants, and witnesses, to collect and document information and record official statements in support of the Investigations Division.
Reviews/ organizes case files, and extracts information useful to the investigation; collects, organizes, and analyzes official and unofficial documents related to the assigned cases such as bank records, medical and dental records, title documents, court documents, articles of incorporation, law enforcement records and computer printouts.
Assists Investigators with identifying witnesses, victims, suspects, and persons by using information obtained through directories, utility records, and other available sources, as well as through inquiries of public or private agencies, employers, families, neighbors, or other individuals.
May explains Fire Marshal’s Office investigation policies and procedures to complainants and witnesses.
Prepares and maintains records and reports; maintains computerized databases related to the assigned investigative activities.
Sends and receives teletype printouts; operates radio, mobile telephone, and paging equipment; maintains continuous contact with investigative personnel in the field in order to monitor location and exchange information.
May assist with physical evidence processing and inventory; may photograph physical evidence and prepare crime scene diagrams for use by attorneys in court presentations; may testify in court as to investigative findings.
Will intake/upload all digital media evidence from case files to be submitted to the Bexar County Criminal District Attorney’s Office as directed by Chief Investigator
Collects and documents information and statements and prepares written reports.
Develops link analysis, time/temporal analysis, telephone toll analysis, criminal threat analysis, crime incidents maps, social media/Open-Source Intelligence Analysis or computerized charts to organize investigations
Prepares case reports, charts, graphs and maps congruent with established procedures for management review as well as police command and field operations use.
Attends and participates in scheduled departmental and professional meetings/training sessions.
Performs related duties and fulfills responsibilities as required by Chief Investigator
Minimum Qualifications
Graduation from an accredited college or university with an associate degree (or higher) in related field
Proficient knowledge of law enforcement procedures, criminal justice processes and research and reporting methods, techniques, and procedures
Skill in utilizing a personal computer and associated software programs,
Ability to interpret, compare and analyze law enforcement information, to establish and maintain effective working relationships with co-workers, management, and the public; ability to work independently, with minimal supervision using rational judgment in making work related decisions; to communicate clearly and effectively, both verbally and in writing; ability to deliver formal presentations to small and large groups and to perform all physical requirements of the position.
Must secure and maintain a favorable background investigation from the Bexar County Fire Marshal’s Office and maintain CJIS eligibility.
Must clear a pre-employment physical and a pre-employment drug screen test
Working Environment and Physical Demands:
Working conditions are primarily in an office environment.
Physical requirements include occasional lifting/carrying of 10-15 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard, cellphone, pager and basic office equipment. Subject to sitting, standing, walking, reaching and handling to perform the essential functions.
