About the Department
Position Duties
- Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
- Provides professional human resources advice, guidance and assistance to Department/Division Heads, managers, supervisors, employees, and outside organizations on matters of policy, compensation, employee relations, benefit issues, programs, and other core areas of HR and County
- Participates in annual operating and County budget preparation and administration; conducts compensation cost/benefit analyses; data review, analysis, structure movement and market recommendations; coordinates the preparation of time-sensitive budget documents; analyzes needs, prepares analysis, and recommends sound options using methodologies
- Evaluates job content and responsibilities using field audits, existing classification, and market survey data; recommends job description language changes to ensure essential and preferred job responsibilities are accurately documented; assists with monitoring and maintaining job descriptions and applicant tracking system
- Assists with the maintenance, monitoring, and troubleshooting of Human Resources Information System (HRIS) records and reports; ensuring documentation and compliance with policies and governmental regulations; performs group data updates, exports, imports, clean-ups, and researches/reports and any data discrepancies
- Confers with department heads, staff and employees regarding recruitment, compensation, position, data evaluation, contract questions and other related topics; answers questions from employees, supervisors, and managers regarding a wide variety of human resources policies, practices and procedures and collective bargaining
- Prepares reports, presentations, open records requirements, memoranda, agenda coordination, data, and charts; prepares a variety of federal, state, local and county based reports, correspondence and memos
- Develops and delivers training presentations to managers, supervisors and employees on human resources policy, procedures and practices and organizational development initiatives
- Assists with salary studies, internal alignment analysis, data review, structure movement, market recommendation and collective bargaining research and data analysis
- Provides assistance with projects and other core areas of HR; data analysis, recruiting, employment, employee relations, benefits, employee relations, civil service, investigations and other sensitive issues
- Performs other duties as assigned
Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration or closely related field and one (1) year or more of professional experience in human resources; or an equivalent combination of education and experience
- Must have intermediate to advanced level of Excel skills
- Must be able to create math formulas; date functions; formulas that complete two or more functions
- Must be able to audit and review spreadsheets
- Strong knowledge in the core Human Resources areas; considerable knowledge of current federal, state and local legal requirements; good knowledge of human resources programs and services; considerable knowledge of HRIS system(s)
- Strong project management skills, multitasking, and prioritizing skills; skill in supervising administrative staff; skill in organizing and reporting data; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; skill in developing workable solutions to complex business problems; skill in compiling, analyzing, and interpreting statistical data; skill in formulating recommendations and writing reports; skill in developing cost-benefits analyses and program performance measures; skill in utilizing Windows-based word processing, spreadsheet and relational database software
- Strong ability to make high level judgment decisions; ability to research, analyze, interpret and present information, database reporting; ability to work independently in the absence of special instruction, foster collaboration on a team, and meet multiple deadlines with conflicting priorities; ability to interpret and apply County policies and procedures, and to assist in preparing comprehensive reports; ability to establish and maintain effective working relationships with subordinates, co-workers, Elected/Appointed Officials, Department/Division Heads, County employees, other government agencies, outside organizations and the general public
- Demonstrates technological intuitiveness
- Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to work more than 40 hours during the workweek
- May be required to work weekends
- Generally working in indoor conditions / telework environment
- Occasionally moves items weighing up to 10 pounds
- Occasionally moves about the office / telework office
- Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
