About the Department
Position Duties
- Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
- Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
- Advises individuals of violations and methods of abatement.
- Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
- Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
- Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
- Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
- Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
- Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
- Complete forms, prepare reports, investigation narratives and related correspondence.
- Maintains case records, program statistics, and related materials.
- Performs related duties as required.
- Inspects buildings and similar structures at various stages of construction, alteration, and repair to ensure compliance to approved plans, specifications, codes, ordinances, and laws.
- Assists in front counter operations.
- Posts stop work, prohibited occupancy, and hazardous conditions notices on construction sites and existing structures which fail to meet code.
- Develop systems, procedures, handouts, and other aids necessary to maintain and improve customer service;
- Obtains evidence of violations; prepares reports with recommendations; assists in the preparation of cases.

Minimum Qualifications
Knowledge of:
- Title 24 of the California Code of Regulations (“California Building Codes”), disabled access, earthquake safety and flood plain regulations, modern building and construction materials, and their quality as it relates to State and City codes and ordinances.
- Construction methods and materials, engineering principles and practices, and building safety standards.
- All phases of construction.
- Recordkeeping, reports, memos, and letter preparation; filing methods and records management techniques.
- Basic mathematics necessary to perform the duties of the job.
- Code enforcement procedures, including issuance of notices of violation, citations, and powers of arrest
Ability to:
- Simple research and statistical methods.
- Interviewing techniques necessary to obtain investigative and personal data.
- Interpret and apply laws, ordinances, codes and policies.
- Establish and maintain effective and cooperative working relationships with builders, contractors, the general public, and City officials and employees.
- Maintain a positive and customer-service oriented demeanor with customers at the front counter, particularly in difficult situations.
- Interpret and apply applicable codes, ordinances, and regulations related to zoning, nuisance abatement, and health and safety issues. Write and speak clearly and concisely for the purpose of instructions and reports.
- Independently perform a full range of municipal code enforcement and compliance duties.
- Understand local zoning requirements and conduct inspections of yard setbacks, parking spaces, fences, etc.
- Use, or be familiar with, various electronic information systems and computer software, including Microsoft Word, Excel, and Access.
- Effectively evaluate situations and identify problems in the field and independently arrive at a reasonable and effective course of action
- Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
- Graduation from an accredited high school or equivalent.
- One year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact preferred.
- Certification as a California Code Enforcement Officer from CACEO within two years of hire.
- Successful completion of P.O.S.T. 832 P.C. course within one year of hire.

This process may include a variety of techniques designed to test applicants’ knowledge, skills, and abilities to perform the duties and responsibilities of the job. An eligibility list will be established by ranking candidates by their overall score and a selection will be made from the candidates on this list. All employment offers are subject to a City-paid physical examination and a thorough reference and background check.
