About the Department
The ITS Infrastructure Manager provides strategic leadership and support for the County’s core technology infrastructure, including data centers and desktop services. This role combines managerial, technical, and operational responsibilities, overseeing system administration, desktop support, cybersecurity, and IT asset lifecycle management. This position requires strong collaboration and communication with internal teams, external partners, and public stakeholders to ensure secure, reliable, and customer-focused technology service delivery.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.This position has a schedule of Monday through Friday, 8:00 AM to 5:00 PM (EST).
Position Duties

Manages the daily operation of the data center and desktop support.
Manages the development of the data center and desktop support networking and systems standards and policies for connected computing environments.
Assists in the preparation of capital and operating budget.
Prepares and processes purchase orders and oversees and manages service contracts.
Accounts for assigned property and participates in inventories as required.
Performs IT software/hardware lifecycle management from the desktop to the data center.
Prepares and maintains the Technology Investment Plan budget, taking a lead role in coordinating with other ITS Managers to ensure strategic funding for new initiatives, license acquisitions, maintenance renewals, and long-term software, hardware, and system replacements.
Prepares and maintains the Technology Investment Plan’s budget in collaboration with other ITS Managers, ensuring appropriate funding for new initiatives or licenses, maintenance renewals, and future software, hardware, or system replacements.
Maintains detailed documentation of all systems under the purview of this position.
Writes performance evaluations, issues counseling forms/disciplinary actions, handles employee complaints and grievances, recommends the hiring, firing, promoting of staff and personnel actions in accordance with County directives.

Knowledge of project management best practices for project participation, which include project definition, planning, scheduling, vendor management, risk assessment, change management and project control.
Knowledge of governmental purchasing, personnel and accounting procedures; research techniques and sources and availability of information.
Knowledge of the function, operations and organizational structure of local government and the interrelationship of departments.
Knowledge of the operating characteristics, capabilities, and limitations of electronic computer equipment.
Knowledge of research techniques, methods and procedures.
Skill in troubleshooting and problem resolution at the PC, server and networking levels.

Minimum Qualifications
Must possess a Bachelor’s Degree from an accredited college or university in Information Technology, Computer Engineering, Computer Science, Public/ Business Administration or closely related field and six (6) years’ experience in operational support for information technology with two (2) of those years in a management/supervisory level.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License
Possession of Microsoft, Citrix, VMWARE, Security, Cisco, CompTIA certifications preferred.
