About the Department


Plans, organizes, directs, manages, supervises, and coordinates the activities, staff, programs and services of a library branch within the Glendale Public Library System; provides highly responsible and complex administrative support to the Library Executive Management Team.
The Role:
The Library Branch Manager plans, organizes, directs, manages, supervises, and coordinates the activities, staff, programs and services of a library branch within the Glendale Public Library System; provides highly responsible and complex administrative support to the Library Executive Management Team.

The ideal candidate will have a Master's Degree in Library Science from an American Library Association accredited University and five years of professional library experience with two (2) years of supervisory experience. Master’s degree in Library Science from an American Library Association accredited University is required. Additional experience cannot be substituted for the educational requirement.
Salary:
This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • This position this position is a Grade 410 with an annual salary between $76,709 - $115,064.

Holiday, Vacation, and Sick Leave:
City of Glendale Regular status positions offer:

  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours per pay period after 5 years
    • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)

* Days per year estimates are based on an 8-hour work day
Retirement:
This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 12.00%


Position Duties

  1. Recruits, directs, supervises, motivates, and evaluates assigned staff.
  2. Participates in collection development including recommendations of library materials, information resources, media, and electronic databases for the branch. 
  3. Participates in the development of collection policies.
  4. Participates in the development of specifications and Requests for Proposals for products, resources and services and negotiates with vendors.
  5. Collects, reviews, and analyzes surveys, user statistics and other data, prepares reports of findings by utilizing software, social media, or other surveying tools.
  6. Represents the library on local and state committees, conferences, and meetings.
  7. Writes, develops, and administers grants for the library.
  8. Prepares and delivers oral and written reports for Library Executive Management, Department Director, City Council, City Management, Library Board, and other organizations.
  9. Participates in the development of assigned budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements and adjusts.
  10. Plans, organizes, and manages services, activities and/or staff within a branch library.
  11. Participates in development of policies, programs, or services   that have a system-wide impact, such as Youth, Adult Services, Circulation Services, and Collection Development.
  12. Plans, directs, coordinates, and reviews the work plan for assigned professional, paraprofessional, clerical and technical library staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  13. Ensures adequate staffing of public service desks to meet the needs of customer service usage.
  14. Manages, creates and/or delivers exceptional in-person or virtual programming and educational opportunities within the library and through community outreach.
  15. May serve as Library Administrator, Public Services in their absence.
  16. Participates in the development and implementation of goals, objectives, and priorities for assigned division, branch, and functional area of responsibility, utilizing Balanced Scorecard principles.
  17. Participates in the selection of assigned staff; supervises, trains, motivates, and evaluates technical and professional library personnel; provides or coordinates staff training in areas of specialization.
  18. Participates in conducting research, providing in-depth reference services, and reader's advisory.
  19. Develops long-range plans and operating policies and procedures for assigned program area.
  20. Plans, develops, modifies, or adds new programs or services based on data analysis for the system.
  21. Performs the full range of professional librarian duties as required.
  22. Performs other related duties as assigned.

Minimum Qualifications

Master's Degree in Library Science from an American Library Association accredited University and five years of professional library experience with two (2) years of supervisory experience. Knowledge of: 

  • Library services, programs and organization, including staffing and equipment
  • Relevant technology and computer literacy including Microsoft Office software, digital devices, and Integrated Library Systems (ILS) software, Polaris ILS preferred
  • Collection development principles, software and strategies as well as tools for selection in specific categories utilizing CREW methodology or other established collection development principles
  • Acquisitions principles and strategies including tools and resources for acquiring materials, including establishing Standing Orders
  • Principles and practices of supervision, training, and performance evaluation
  • Principles and practices of library science
  • Reference sources and methods and other information-acquisition methods
  • Customer service principles and practices with emphasis towards service delivery excellence
  Ability to: 
  • Provide leadership and embrace risk-taking, innovation, collaboration and change
  • Plan, coordinate and supervise the activities of staff and a library division or program
  • Listen, communicate and positively interact with vendors and internal and external patrons
  • Identify emerging models, practices and tools used by public libraries for the access and discoverability of both physical and electronic resources
  • Operate with minimum supervision and work in a team environment to build partnerships, find solutions and make service enhancements
  • Manage projects by applying critical thinking and analytical problem-solving skills
  • Interpret library policies and procedures to both public and support staff
  • Meet diverse community needs, promote the library collections and resources to the community and continually learns, applies and teaches new technologies
  • Develop and monitor a budget
  • Perform daily duties in a manner consistent with the Library's mission, goals, and objectives
  • Analyze community needs and demographics
  • Establish, maintain, and foster positive, harmonious, professional, and effective working relationships
  • Contribute strategic thinking in order to aid the Chief Librarian in short and long-term planning
  • Evaluate library collections, determine current trends, select and deselect materials
  • Assist patrons and resolve patron problems and complaints in an effective manner
  • Develop marketing and survey techniques to promote programs and services, conduct research, compile findings, and prepare clear and concise reports
  • Develop community outreach services to promote library usage

Other Qualifications

Reach, bend, stoop, lift and move arms above shoulder level; lift and carry library materials. Operate a variety of standard office equipment including a computer, laptop and/or tablet PC, telephone, e-reader, calculator, bar code reader, copy machines requiring continuous and repetitive arm, hand and eye movement. Most work is performed in a library office environment with some in community settings. Travel to/from various branch or city locations for meetings. Exposure to potentially challenging persons or patron situations.
