About the Department
Salary Range: $63,876/yr - $98,092/yr. Starting rate of pay may vary based on factors including, but not limited to, education, training, and /or experience.
Position Duties
Applies Industrial/Organizational psychology principles to employment selection and assessment processes, including the design and administration of promotional examinations. Oversees related career development initiatives, and is responsible for creating and maintaining job descriptions as well as conducting salary surveys. #oj
Minimum Requirements:
- At least 18 years of age.
- Must be able to comprehend and communicate fluently in verbal and written English.
- U.S. Citizen or possess a current permanent resident card.
- Clean criminal history; any arrest history will be individually evaluated.
- No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
- Bachelor's degree (B. A. or B.S.) in Industrial/Organizational Psychology, Human Resources, Business Administration, or a related field AND two (2) years related experience OR a Master’s Degree (M.A or M.S) in Human Resources, Business Administration, or a related field OR the equivalent combination of education and experience. Related experience to include: compensation analysis, human resources, job analysis, statistical analysis, test development and assessment center or related field.
- If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
- Two (2) years of direct experience for an Associate Degree
- Four (4) years of direct experience for a Bachelor's Degree
- Six (6) years of direct experience for a Master's Degree
- Ability to identify agency goals and organizational needs to develop and implement effective human resources strategies and programs.
- Ability to develop and validate testing materials for promotional processes, recruitment, and personnel assessments, applying knowledge of test development and assessment center principles; oversee implementation and administration of testing.
- Ability to ensure all testing processes comply with established principles, agency policies, and applicable legal requirements.
- Ability to develop and deliver training programs and presentations, including candidate orientations, preparation sessions, and assessor training.
- Ability to provide guidance to agency employees on career development, including facilitating training on performance evaluations, performance improvement plans, study skills, and other relevant topics.
- Ability to collect, analyze, and interpret statistical data (e.g., exit interviews) to identify trends and provide recommendations.
- Ability to prepare and maintain job descriptions; conduct job analyses to ensure alignment with agency policy and position requirements.
- Ability to conduct salary surveys and analyze results in conjunction with internal position evaluations to assess market competitiveness; review classification proposals and recommend appropriate pay grade assignments.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to present information and respond to questions.
- Must have intermediate computer skills to include word processing, spreadsheet, data base, presentation, and statistical analysis applications.
- Must have the ability to learn and utilize specialized applications and use the Internet effectively to research information.
- Must have the ability to problem solve and troubleshoot computer-related issues.
- Ability to learn and utilize SPSS or other statistical software.
- Must have analytical skills.
- Must have the ability to speak in front of large groups of employees, high ranking agency members, and community leaders.
- Must have interpersonal skills with the ability to establish and maintain working relationships.
- Must be able to maintain confidentiality.
