The BPA Senior Program Manager shall be responsible for all Contractor work performed under each BPA order issued. The scope of the BPA is wide, including the following tasks:

• Program and Project Management

• Application and Service Design, Implementation and Migration
• Unit, System, User Acceptance, Section 508 and Automated Testing
• Business Process, Reengineering, Change and Release Management
• Training Support
• Platform Support and Disaster Recovery (DR)
• Cloud-Based Commodity Computing Services, Shared Services,  xaas
• User Guides and System Documentation
• Reserved: Agile Assessment and Coaching for Delivery Teams
• Security Engineering services
• Configuration Management support
• Support for New and Evolving Technologies
• Engagement and Facilitation Of Key stakeholders
• User Interface/User Experience Design
• Integration with Database and Applications
• Analytics and Reporting
• Knowledge Management, Communications, and Graphics support
• Data Standardization, Quality, BI, and Analytic Support
• Electronic Content Accessibility Support
• Accessibility Subject Matter Support
• Accessibility Compliance Support
• Technical Editor Support
• Operational and Maintenance
• Technical Architecture and Design
• Solutions Development, Testing and Deployment
• Transition in and Transition Out

 

The BPA Senior Program Manager shall be a single point of contact for the BPA CO and the COR. The BPA Senior Program Manager is a non-billable position at the BPA level. In the event there are any issues on the BPA or a BPA Order, the BPA Senior Program Manager shall be available to the BPA COR via telephone or Microsoft Teams. The BPA Senior Program Manager shall respond to a request for discussion or resolution of systemic problems at the BPA and BPA order level within 2 hours of notification.

Minimum Qualifications:

• Bachelor’s degree or higher in Computer Science, Business Administration Science, Mathematics, or Engineering, or related fields
  • Certifications:
  − Project Manager Professional (PMP)
  − Agile Methodology Certification
  • 15+ Years of IT Program Management Experience across multiple IT domains.
  • Excellent written and oral communication skills and the ability to interact and be involved with
  client negotiations and interfacing with senior and executive management.
  • Experience leading and collaborating with technical teams of diverse IT related skill sets.
  • Expert in developing IT roadmap and strategies, performing risk management, and identifying
  and implementing program efficiencies.
  • Proven track record of successfully delivering complex IT projects on time and within budget

Eligibility/Clearance Requirements: Eligibility for Entry on Duty clearance 

 

Desired Qualifications:

• Experience managing and or performing on a contract for DHS
