GIS/IS Coordinator

Position Summary
The GIS Specialist develops, manages, and analyzes geographic data to support the operations and services of the City of Cleveland's Department of Public Works. This position plays a vital role in developing and maturing a department-wide GIS program, creating high-quality maps, dashboards, and tools using the ESRI ArcGIS platform and related data analytics applications. The ideal candidate is detail-oriented, collaborative, and motivated to deliver data-driven solutions that improve public infrastructure, routing, asset management, and operations across Public Works divisions.

Position Duties

Under administrative direction, coordinates and supervises all phases of designated program and/or project development and administration. Collects, manages, distributes, and publishes GIS data to all departments and divisions citywide. Coordinates between various public and private agencies to share data and information. Manages departmental IT infrastructure in cooperation with the Division of Information Technology Services. Supports hardware and software upgrades and installation. Plans and implements new technology initiatives. Performs other job-related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree in Urban Planning, Statistics, Economics, Geography, Business Administration, or related field with at least two classes in GIS is required. The equivalent of one year experience working with Geographical Information Systems is required. (Substitution: Two years of experience with cartography, GIS, or data analysis may be substituted for each year of college education lacking.) Must have a demonstrable proficiency with ArcView version 3 or newer, ArcGIS version 8 or newer, MapInfo, or another GIS software application and must be proficient with software programs necessary for effective performance including Word, Excel, relational databases (i.e., Access, Oracle, or SAS). A valid State of Ohio Driver's License is required.

Key Duties and Responsibilities
• Develop, maintain, and update GIS datasets, maps, and web-based GIS applications.
• Build and enhance GIS processes to support asset management, field operations, routing optimization, and infrastructure tracking.
• Perform spatial analyses and produce visualizations, dashboards, and reports for departmental projects and planning.
• Ensure accuracy, integrity, and documentation of GIS data, metadata, and workflows.
• Collaborate with Public Works divisions and data teams to support operational needs, improve decision-making, and integrate analytics.
• Develop and maintain dashboards and workflows using Power Apps, Power BI, or other business intelligence tools.
• Provide technical GIS support, guidance, and training to staff.
• Stay current on GIS and data analytics trends and recommend enhancements.
• Operate vehicles as needed for field data collection or site verification.

Preferred Qualifications
• GISP Certification or ESRI Technical Certification.
• Experience with GIS scripting tools (e.g., Python, ModelBuilder).
• Strong experience working with Cityworks or other GIS-integrated asset management systems to support operational workflows, routing, or infrastructure management.
• Familiarity with web-based GIS services and mobile data collection tools (Survey123, Field Maps).
• Understanding of municipal operations or experience working in the public sector.
