About the Department
The Tax Specialist is responsible for performing clerical and customer service work related to assessing personal property. The successful incumbent in this position will perform customer service functions including answering the telephone and greets customers; provides assistance and information related to personal property, required documentation, procedures, forms, fees, or other issues; provides information regarding assessment methods for sale/purchase of a vehicle, moves into or out of the City, and high mileage adjustments; reviews documentation for accuracy and completeness; responds to routine questions, researches problems, and initiates problem resolution.
Hiring Range for this position is $49,545.60 - $68,120/DOQPosition Duties
Performs customer service functions; establishes the valuation of personal property for tax purposes in accordance with applicable laws and regulations; determines tax liability or exemption based on verification of residence, military status and dates of ownership.
Investigates and determines liability of taxpayer; verifies and processes abatements for erroneous assessments and supplements for omitted taxes; resolves assessment appeals and corrections; applies appropriate tax formula; inputs into appropriate databases to produce appropriate tax records.
Analyzes, processes, verifies, and assesses personal property utilizing nationally accepted assessment guides; enters taxable vehicles into the computer.
Enters information into department databases; updates database information; creates new spreadsheets/files; purges old data as appropriate; makes copies and distributes to appropriate parties; maintains file system by compiling and scanning documentation into Munis.
Maintains departmental file system: compiles documentation; prepares and sets up files, sorts/organizes documents, and files documents in designated order; retrieves/replaces files; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention.
Performs other clerical tasks, such as sending and receiving faxes, making copies, typing correspondence, preparing reports, copying and filing documents, answering the telephone, entering and retrieving computer data, sorting, organizing, opening, and/or distributing incoming mail, processing outgoing mail, etc.
Refers to utilities, Department of Motor Vehicles, Internet, guidelines, policy and procedure manuals, laws / regulations, publications and reference texts, etc.
Operates a variety of office equipment and machinery such as computer, telephone, facsimile machine, photo copier machine, printer, etc.
Uses a variety of tools such as calculator, stapler, staple remover, standard tools, etc.; a variety of supplies such as paper, staples, paperclips, tape, correction fluid, general office supplies, etc.; and a variety of computer software such as Munis, Microsoft Word, Microsoft Excel, VITA-DMV, etc.
Interacts and communicates with various groups and individuals such as Business Tax Supervisor, coworkers, other supervisors, Treasurer’s Office, and the general public.
Performs related duties as assigned.
Minimum Qualifications
High school diploma or GED equivalent is required; supplemented by two (2) years of clerical and customer service experience in a government office, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Bilingual in English and Spanish

Some knowledge of the general laws (Code of Virginia, Manassas Code of Ordinances) and administration of policies governing personal property and business taxes; general knowledge of modern office practices; ability to make arithmetical calculations quickly and accurately; ability to operate standard office and computer equipment; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with associates and the general public.
