We’re looking for a detail-oriented and dedicated Trainer and Quality Assurance Specialist to join our Adult Medicaid team within Economic Services. In this key role, you’ll help ensure that program benefits are delivered correctly, fairly, and efficiently — improving the lives of adults and families who rely on Medicaid.
Your work will directly influence the accuracy of eligibility determinations and compliance with federal and state law, while also shaping the way staff are trained, supported, and guided through ever-changing program policies.

Position Duties
What You’ll Do:
- Provide ongoing training and technical assistance to income maintenance staff. Interpret policy changes, guide staff through updates, and help troubleshoot challenging cases. Conduct initial assessments to identify barriers and goals, complete orientations, and collaboratively develop and update agreement that outlines the path to employment success.
- Conduct comprehensive reviews of Medicaid cases to ensure compliance with federal, state, and local policies. Identify trends, errors, and training needs through diagnostic evaluations and data analysis. Maintain accurate case records and data in agency systems, ensuring timely entry of participation hours, outcome plans, and benefit releases to maintain compliance and program integrity.
- Stay current on Medicaid and Economic Services program policies. Ensure accuracy and consistency in case determinations, benefit calculations, and customer communications.
- Mentor and support staff through coaching, constructive feedback, and hands-on training. Support supervisors by reviewing and evaluating their case assessments to maintain consistent quality standards.
- Assist in audit preparation (federal, state, or local), contribute to the development of corrective or improvement plans, and ensure follow-up implementation.
What You Bring:
- Strong working knowledge of Adult Medicaid policy, public assistance programs, and NC FAST
- Proven ability to analyze, interpret, and apply complex regulations
- Experience in training, quality assurance, or casework supervision
- Excellent communication skills — both written and verbal
- High attention to detail and a commitment to accuracy
- Ability to work independently and collaboratively with minimal supervision
- Skilled in using QA tools, creating documentation, and preparing reports
- Professionalism, cultural competence, and ethical integrity in all interactions
Minimum Qualifications
Qualifications:
- Education and experience - Graduation from a four-year college/university; or graduation from an accredited associate degree program in Human Services Technology, Social Services Associate, Business Administration, or a closely related curriculum; or graduation from high school with three years of paraprofessional, clerical, or other public contact experience which includes negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or graduation from high school and two years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or an equivalent combination of training and experience.
- Familiarity with Microsoft Office and basic computer systems.
- Valid NC driver’s license.
Additional Position Information: All DSS positions are subject to reallocation contingent upon funding, agency needs and client population and are subject to perform work during emergency or disaster situations as required and may be required to staff shelter overnight.
