THIS IS A REGULAR FULL-TIME EXEMPT POSITION
JOB SUMMARY: This position has administrative and programmatic responsibility for the Red Cliff Tribe’s Early Childhood Center Early Head Start and Head Start program. Overall, the ECC promotes lifelong learning across generations, acknowledging the value of modern education while honoring the wisdom of our Anishinaabe ancestors, so that all Tribal members have the capacity to walk in two worlds.
Position Duties
DUTIES AND RESPONSIBILITIES:
- Provide leadership for the ECC setting future direction of the Early Childhood Center.
- Responsible for all Head Start/Early Head Start fiscal and program management operations.
- Direct supervision of ECC Management Team members. Develop and maintain an effective system of reflective supervision and human resources management within the ECC.
- Encourage and facilitate ongoing involvement from parents and community in the planning and design of ECC efforts to meet the unique needs of the Red Cliff community.
- Ensure that a comprehensive Community Assessment is conducted at least once over the ECC five-year grant period. In addition, review and update the community assessment annually to reflect any significant changes. Facilitate strategic planning and program design based on resulting information.
- Develop and maintain effective communication system with parents, Policy Council, Education Division Administrator, Tribal Council, and staff. Conduct regular staff meetings. Monitor pertinent state and federal statutes, regulations, transmittal notices and information memorandums and disseminate as appropriate. Must have excellent interpersonal and written communication skills.
- Establish and maintain effective recordkeeping and reporting systems required for all component areas within the ECC. On a quarterly basis, prepare and disseminate reports on ECC activities including those of ECC Management Team, and disseminate to Education Division, Administration, Tribal Council and appropriate funding agencies as directed and required. Ensure other required program reports are completed and submitted as needed.
- Establish an effective ongoing monitoring and assessment system to ensure programs and services are meeting the needs of children and families.
- Must be able to work a flexible schedule to accommodate the needs of children and families served.

Minimum Qualifications
KNOWLEDGE: Awareness and understanding of the uniqueness of the Red Cliff community is highly desirable.
QUALIFICATIONS:
- This position requires a minimum of a BA degree in Education, Early Childhood Education, Business, or related fields. Advanced degree preferred.
- Must have demonstrated leadership skills.
- Must have knowledge of organizational theory, child development, and educational administration.
- Must have expertise in fiscal and program management with at least five years of actual experience.
- Must have demonstrated skills in management capacity relevant to human services programs, with direct experience working in educational administration preferred.
- Must have knowledge and experience in working effectively with Native families, with awareness and understanding of the uniqueness of the Red Cliff community highly desirable.
- Must possess excellent interpersonal and communication skills, including the ability to work as part of a team.
- Must have a valid driver’s license, vehicle and appropriate vehicle coverage and maintain driver’s eligibility as a condition of employment. Be eligible to be put on the tribe’s vehicle insurance policy.
SPECIAL REQUIREMENTS: Must be physically able to work with young children, initial health exam with subsequent health exams every 5 years. Initial TB test required with annual risk assessment annually thereafter. Must have appropriate required immunizations including Hepatitis B (or sign waiver), and required training such as confidentiality, CPR, blood borne pathogens, etc. Must attend appropriate staff meetings, Policy Council, and Tribal Council meetings as required/needed.

PHYSICAL REQUIREMENTS: The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENT: Primary work environment ECC office and facility. All Tribal Buildings are smoke free.
TRAVEL REQUIREMENTS: The ability to travel and attend meetings and training courses; overnight and out of town, both locally & nationally.

The Red Cliff Tribal Council has a Drug Free Work Place Policy and adheres to the intent of the Drug Free Workplace Act. All new hires are subject to a drug test prior to starting.
All applicants for employment with the Red Cliff Tribe will be subject to the background investigation and other requirements of RCCL Chapter 43, and are under a continuing obligation to supplement this application for employment with information concerning any convictions that occur after commencement of employment with the Tribe.
All Early Childhood Center employees must submit mandatory criminal background check information to Human Resources Department with application. Per WI Department of Children & Families (DCF) Bureau of Early Care Regulation (BECR) Memo 2014-03, all licensed child care center employees much complete a one-time fingerprint-based background check on all employees by December 31, 2015. Every year thereafter, a name-based background check through the Department of Justice (DOJ) must be conducted annually or following any conviction occurring after commencement of employment.
45 CFR 1301.31 requires preference be given to qualified current or former parents of Head Start/Early Head Start children as position vacancies occur.
