About the Department

Purpose of Job
Perform difficult professional work in the design and maintenance of water treatment and water distribution systems and wastewater collection and wastewater treatment systems. Does related work as requested from the director of the department.
Essential Job Duties

  1. Plans and designs water treatment, water distribution, and wastewater collection and wastewater treatment systems.
  2. Calculates the optimum operating parameters for operation of water systems and wastewater collection systems to ensure compliance with all rules and regulations.
  3. Meets with contractors, builders, and owners in planning the design of water and wastewater services for their projects.
  4. Oversees the maintenance, modification and repair of key components of the water treatment and distribution systems and wastewater collection and treatment systems.
  5. Designs system extensions to be incorporated into the existing systems.
  6. Inspects engineering work for compliance with federal, state, and local laws and regulations. 
  7. Works in conjunction with water and wastewater superintendents, along with water and wastewater operations and maintenance personnel.
  8. Provides technical guidance to department on all system design-related and engineering matters.
  9. Oversees computer-aided water and wastewater systems and utilizes associated software for design of the water and wastewater systems.
  10. Assists with preparation of annual budget.
  11. Serves as technical and management liaison to consulting firms performing design and study work for the department and the city.
Other Job Duties
  1. Works with director to maintain compliance with EPA rules and regulations, along with the associated documentation and recordkeeping.
  2. Must be familiar with Watercad and Watergems and their uses to simulate the operations of a computerized hydraulic model.
  3. Must be familiar with Sanitary and Sewer Analysis software and their uses for wastewater hydraulic computer modeling.
  4. Perform related work as required.
Primary Job Challenges
  1. Maintaining a working knowledge of all facets of water and wastewater utility operations.
  2. Adjusting to diversity of engineering competencies necessary to function at a small utility.
  3. Coordinating with other city departments and contractors to meet design and construction deadlines.
Equipment Operated
  1. Personal computer with CADD system, tablet, associated engineering application software.
  2. GPS/GIS and surveying equipment.
  3. Employee will operate an automobile and/or truck with a two-way radio.
Key Competencies Required
  1. Thorough knowledge of the theories, principles, practices, and techniques of water treatment, water distribution, wastewater treatment and wastewater collection.
  2. Thorough knowledge of materials and methods used in construction and maintenance of water treatment, water distribution, wastewater collection and wastewater treatment systems.
  3. Thorough knowledge of Tennessee Department of Environment and Conservation Rules and Regulations.
  4. Knowledge of associated water and wastewater design software and operational applications including SCADA and mapping applications.
  5. Ability to interpret and analyze Tennessee Department of Transportation plans in order to design systems accordingly within the applicable rules and regulations.
  6. Ability to make decisions quickly and in accordance with city, state, and departmental policies.
  7. Ability to estimate costs for various engineering projects.
  8. Ability to design and oversee the construction of a water or wastewater project.
  9. Ability to understand and follow oral and written instructions.
  10. Ability to read and interpret plans, specifications, and blueprints.
  11. Ability to express ideas clearly, concisely, and convincingly, both orally and in writing.
  12. Ability to use the required surveying and drafting equipment and software.
  13. Ability to establish and maintain effective working relationships with City employees and the general public.
  14. Ability to supervise other employees.
Physical Demands and Work Environment
  1. Employee will work both indoors and outdoors and will sit, stand, stoop, walk, and lift light and heavy objects (more than 25 pounds). 
  2. The employee will operate an automobile or truck.
Qualifications
Education and Experience: Graduation from a four-year college with bachelor’s degree in civil or environmental engineering or engineering technology (ABET), some practical experience in design and construction of public water and wastewater systems; or any equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities.
Required Certifications/Licenses: Must possess a valid driver’s license issued by the State of Tennessee, Tennessee EIT Certificate, and Professional Engineering Registration from the State of Tennessee preferred. 
Must pass a drug screen and physical examination based on the essential functions of the job given by the city’s designated physician.
