About the Department

The Deputy Director of Facilities & Structures, under the direction of the Director of Transit Facilities Maintenance, will be responsible for the full life-cycle planning, direction, coordination, and management of numerous complex projects within the Office of Stations.   The Deputy Director will provide full-spectrum, cross-functional support to supervisors and trade personnel throughout the department during all phases of maintenance and repair activities.   The Deputy Director will provide consultation to the Director, collaborate with fellow administrators and department personnel, and direct Supervisors as required. 

Position Duties

  • Provides planning and clear direction to area Supervisors and Forepersons for completing a broad spectrum of maintenance projects, processes, and initiatives.
  • Support trade crews in the efficient deployment of resources to repair and maintain transit facilities through effective planning.
  • Develop, review, and prioritize daily and shift work plans.   Prioritize preventive maintenance tasks, continually monitor completion, closeout, and report.  Ensure any corrective actions are assigned and satisfactorily completed. 
  • Adjust and monitor work schedules and workforce availability to prepare for known upcoming work tasks.  
  • Manage execution, follow up, communicate, and document work task completion and provide insight and recommendations for improvement to the Director of TFM. 
  • Develop a program of priorities through data-driven analysis of corrective, predictive, and preventive maintenance needs.
  • Communicate the effectiveness of facility maintenance through metrics, providing a snapshot of department accomplishments and areas of improvement.
  • Develop plans, including labor and resources, along with instructions for repairs of facility issues.
  • Assist Superintendents, Supervisors, Engineering Personnel, and others as directed in the administration of professional service contracts.
  • Responsible for developing and implementing, as directed, department programs and standards related to ensuring the transit facilities and the department are in compliance with all applicable regulations and standards.
  • Assist the department in compliance with Corrective Action Plans, as well as Department of Public Utilities audits and findings.
  • Establish project and initiative goals and timelines, monitoring progress to ensure the efficient and timely use of department resources.
  • Partner with the MBTA Safety Department in implementing a program for compliance with Occupational Safety (OSHA) within the Department.
  • Remain current with the MBTA's Safety Plan as well as the position's outline of responsibilities.
  • Participate in the development of the department's annual operating and capital budgets, ensuring sound fiscal oversight of all resources.
  • Assist Supervisors in the resolution of any project or maintenance task delays, monitoring for any trends, and offering corrective actions as needed.
  • Drive a company vehicle as needed to assist or monitor work sites or to assist at emergencies and other events.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker, in a professional and courteous manner.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority, including the EEO, Anti-Discrimination, Anti-Harassment, and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned

Supervision

  • Supervision of employees and contractors under their jurisdiction (100+)

Employee acknowledges and agrees that work schedules and shifts may vary based on operational needs.  The employer reserves the right to assign the employee to any shift, including days, evenings, nights, weekends, and holidays, with reasonable notice. Flexibility in shift assignment is essential to meet operational requirements.

Minimum Qualifications

  • A bachelor's degree in engineering, construction management, or a related field from an accredited institution.
  • Eight (8) years of experience in construction supervision, infrastructure/facilities maintenance, or construction project management.
  • Four (4) years of experience supervising employees in the construction or facility maintenance field.
  • Responsible for handling sensitive and confidential information in an appropriate manner
  • Effective organizational, analytical, quantitative, multi-tasking, and time management skills.
  • Have excellent customer service skills.
  • The ability to provide information to and communicate with internal and external customers in a courteous and professional manner.
  • The ability to manage time and priorities to complete assigned work in a timely manner and to a high level of workmanship. 
  • The ability to supervise and work effectively with a diverse workforce.
  • A valid driver’s license.

Other Qualifications

  • A High School Diploma or GED with an additional four (4) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution and an additional three (3) years of directly related experience, substitutes for the Bachelor’s degree requirement 
  • A Master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field, substitutes for one year of experience. 

Preferred Experience and Skills

  • Experience managing and directing a unionized workforce
  • Microsoft Office 365 competence (Excel, Word)
  • Excellent verbal and written communication skills.
