About the Department
San Juan County is excited to invite candidates to apply for our Environmental Health Manager position with the Health & Community Services Department. Under the general direction of the Department Director, the Environmental Health Manager is responsible for managing, directing, planning, evaluating and coordinating the Environmental Health programs for the Department. Work functions are executed in coordination and collaboration with other divisions, agencies, stakeholders and community partners. The Environmental Health Manager exercises considerable independent judgement and discretion in carrying out their duties. The Environmental Health Manager is part of the department’s management team will advise and implement department policies in consultation with the Director.
Position Duties
- Supervises the day-to-day activity of environmental health specialists and assigns and coordinates work tasks. Develops work plans for staff that are responsive to permit volume and direction from the department director. Develops and implements training programs to ensure staff familiarity with statutory requirements, case law directives and professional standards. Provides leadership and direction to staff to ensure resolution of difficult technical environmental health issues in a timely and professional manner.
- Manages and coordinates a comprehensive, countywide environmental health program. Programs include but are not limited to: Drinking Water, Solid Waste, On-site Sewage, Food Safety, Living Environment, Vector & Surface Water.
- Screens new applicants, interviews candidates, and effectively recommends employee selection to department director. Monitors performance, provides effective feedback and conducts performance appraisals. Adjudicates grievances of assigned staff. Trains, coaches and assures staff development.
- Develops and maintains working relationships with the State Department of Health, State Department of Ecology, local and regional agencies, and other county departments. Represents San Juan County Health Department at regional and state meetings and participates in professional organizations.
- Participates as a member of the department’s management team. Develops policy recommendations for department director and presentation to the County Council and Board of Health.
- Develops, recommends, and reviews policies and procedures for Environmental Health, administrative, and financial program operations.
- Manages the production of guidance and outreach strategies and materials.
- When necessary, recruits, contracts with and oversees professional consultants to achieve department goals and meet project timelines.
- Plans, develops and manages, in partnership with the department director, the division’s operating budget, including: monitoring revenues and expenditures, developing and improving funding mechanisms and sources, and ensuring budgetary compliance.
- Acting within the scope of their responsibilities, work as a public employee and municipal officer with courtesy and professionalism, adhering to the highest standard of ethics in accordance with RCW 42.52.
- Perform other related duties as assigned.
Minimum Qualifications
A bachelor’s degree in microbiology, environmental health or related field and at least four years of experience in local or regional environmental public health and at least 2 years of progressively responsible and relevant supervisory program management experience; or an equivalent combination of education, training and experience that demonstrates the ability to perform the essential functions of the position.
PREFERRED QUALIFICATIONS:
A master’s degree in microbiology, environmental health or related field with at least five years supervising environmental health staff.

- Knowledge of relevant Federal, State, regional and County programs, rules, regulations, procedures and funding sources related to assigned programs, projects, activities and operations.
- Knowledge of modern principles and methods of management for Environmental Health programs
- Ability to train, supervise, and evaluate personnel, establishing work performance standards and priorities, assessing to standards, mentoring, and developing a workplace culture of trust and support, where teamwork is essential.
- Ability to establish and maintain cooperative and effective working relationships with others.
- Use listening skills effectively to ensure approachability and effective problem-solving.
- Properly and efficiently document and organize work, maintain paper and electronic files according to standard.
- Act always with honesty, confidentiality, ethics, and integrity in the performance of this work
PHYSICAL AND MENTAL REQUIREMENTS:
- Work requires continuous sitting and operation of a computer including keyboard and mouse operation
- Frequent standing and walking
- Involves talking and hearing in person and on the phone
- Vision abilities required by this job include close vision and the ability to differentiate colors and read computer monitor.
- Must be able to periodically access property, both developed and undeveloped, including climbing and navigating difficult terrain.
- Deals with customer stress and deadlines, which may require overtime, flexibility of time
- This position requires attention to detail and communication skills
WORKING CONDITIONS: Works primarily in an office environment although some travel to other locations may be required by boat or by air, including for field operations, which may involve inclement weather conditions. Work includes being on the On Call leadership team, with availability to take calls 24/7 when call duty is assigned. When public health responds to an emergency, you may be assigned duties that are outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the department.
