Salary Grade: 18 (Min $91,549, Mid $109,859, Max $128,169)
Hiring Range: $91,549-$109,859

NATURE OF WORK: Duties include planning and managing Transit operations and parking services; assures the safe and reliable operation of the Gondola, Chondola, Municipal Bus Service, Commuter Shuttles, and Municipal Parking Services, to ensure all operations are safely operated and in compliance with all laws, policies and regulations.

Position Duties

DUTIES AND RESPONSIBILITIES:

  • Manages the supervisors and staff of the Transit operations group; provides leadership and guidance; develops priorities and assigns tasks and projects; ensures that all issues are addressed and resolved; meets regularly with staff to discuss and resolve workload and technical issues; interviews and hires staff, and develops training plans; conducts performance evaluations and implements corrective actions; develops and manages workload strategies to ensure effective performance.
  • Manages daily operations, including Gondola operations, bus and commuter shuttles, and parking services in accordance with department policies and procedures and public transit regulations; ensures compliance with safety and service standards; evaluates and analyzes operational issues and implements solutions.
  • Analyzes services and develops seasonal staffing plans and technical requirements; plans, coordinates and adjusts schedules, assignments and routes as needed to meet weather conditions, workload and staffing availability.
  • Oversees supervisory staff to ensure that Drivers and Operators are ready and prepared for duty, briefed on weather, road conditions and routes, adequately trained and equipped, and are held accountable for duties and responsibilities assigned; promotes a culture of excellence and safety in the work environment through training programs, consistent work practices and safety procedures.
  • Manages all aspects of parking services including staffing, revenues and budgets. 
  • Collects and analyzes operational data, and prepares reports on availability, critical incidents, utilization, operating hours, and passenger counts; ensures that all records for inspections, training, and safety are properly maintained.
  • Ensures compliance with Colorado Passenger Tramway Safety Board (CPTSB), the U.S. Forest Service (USFS), the American National Standards Institute (ANSI), U.S. Department of Transportation (DOT), Federal Highway Administration (FHA), Federal Transit Administration (FTA) and all other applicable regulatory and safety requirements; ensures safe, responsive and reliable transportation services are provided to employees, visitors, and residents of the community.
  • Performs a variety of administrative activities including payroll and time reporting, accounts payable, human resource submittals, and report processing.
  • Performs Department budget development and expense tracking.
  • Actively supports a departmental safety program that will effectively reduce and control accidents; develops practical safety rules and procedures pertinent to the activities conducted by the department; maintains safety inspections as appropriate; provides for adequate job training and continuing safety instructions to all employees in the department; holds each subordinate supervisor fully accountable for an explanation of the preventable losses, collisions, and liability incurred by a departmental employee; takes corrective action for any unsafe condition that is observed which could adversely affect the safety of an employee or the general public; maintains an effective driver training program for drivers of town vehicles; wears the required personal protective equipment (PPE) including wearing seat belts when operating any town vehicle; budgets for, purchases, and replenishes safety equipment as required
  • Transit employees represent the Town even when off duty and especially when using Town Property or Transit Facilities. Whether on or off duty, Transit employees should take care to behave in a way that would not cause damage to Town Property, negatively impact Transit Operations, and to not cause embarrassment for themselves or the Town, their employer. Act as a liaison, when necessary, between Mountain Village and its residents and guests, subcontractors, vendors, and merchants giving direction and assistance as needed.
  • Actively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling. Develop ways to improve quality, efficiency, and effectiveness in our department and throughout the entire organization.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
High school diploma/GED, Bachelor’s degree preferred and three (3) years public transportation experience, including supervisory or personnel management experience, OR an equivalent combination of education, training and experience.

Licenses/Certification(s):
Possession of a valid Driver’s License is required.  Employee must have experience driving motor vehicles in all types of weather. Additional technical certifications may be required.

Other Qualifications

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of:  Principles and practices of administrative management, including personnel rules and effective employee supervision; Town and state traffic regulations, signs & signals, and safety procedures; Gondola and Municipal Bus Service program standards and rules; geographic features and roads within the service area; Federal, state and regional public transit regulations and safety standards; Town policies and procedures.
 
Skill in:  Effectively supervising staff, and delegating tasks and authority; using initiative and independent judgment within established procedural guidelines; using courtesy and respect in providing customer service; performing general math calculations, and records management tasks; reading and interpreting maps, and scheduling effective routing for transit service; managing fixed-route transportation systems; promoting a culture of excellence in transportation services; establishing and maintaining cooperative working relationships with employees and the general public.
 
Environmental Factors:
Work is performed in a variety of weather conditions, near mechanical moving parts, in areas with vibration and noise, in highly used public Gondola cabins, public spaces, and in contact with multiple use public amenities as well as in a standard office environment. 

Physical Factors: While performing the duties of this job, the employee is frequently required to sit for extended periods of time, walk a moderate degree, may lift/move up to 40 pounds; operate department equipment and department transportation vehicles (which on a seasonal basis includes ATVs and snowmobiles).
