These general functions will be carried out in keeping with the Goals, Mission and Policies of the YMCA of the East Bay. Under the direction of the Director of Workforce Development, the Program Specialist is responsible for supporting the EEAP team, as needed, to ensure the smooth administrative functioning of the Workforce Development unit. This position provides general clerical and other support to program staff, that may include outreach and recruitment, correspondence, data entry, maintenance of apprentice website, and other related duties.
ESSENTIAL FUNCTIONS:
1.Assist apprentices/staff with submitting completed applications for enrollment in the apprentice program, including but not limited to reviewing applications for completeness and advising on required procedures and collecting supporting documents needed.
2.Enter data from applications, create electronic files, and enter forms into appropriate program databases.
3.Provide customer service to potential candidates and participating staff.
4.Communicate with program participants and follow up on requests/inquiries.
5.Organize and maintain the EEAP calendar of events, and assist with coordination, scheduling, and preparation of program activities.
6.Coordinate with Workforce Director/Manager to maintain accurate records/data to meet all compliance and reporting guidelines.
7.Process administrative tasks in a timely and accurate manner to support the day-to-day tasks of the Workforce Development unit.
8.Attend meetings and record and prepare minutes, agendas, and information packets, as needed.
9.Arrange child care for meetings, tutoring, and training as appropriate.
10.Participate in self-assessment and ongoing monitoring activities.
11. Assist in tracking funding source activities and prepare for quarterly reporting, as needed.
12.Maintain, clean and organize the supply and common areas for the Workforce Development unit.
13.Support Workforce staff in completing special projects, as needed.
14.Assist with ECI monthly New Employee Orientation.
15.Assist with ordering, organization, and distribution of supplies.
16.Provide support for meetings and events, including some evening and weekend times.
17.Other duties as assigned.
MEASURE OF EFFECTIVENESS
This position has a primary impact on the operations of YMCA early educator apprentice program promotion, registration and dissemination of information. Therefore, the effectiveness of the fulfillment of this position should be measured by:
1.Support compliance of the program with all program procedures and the ability to document with appropriate systems, records and funder requirements.
2.A positive point of contact for apprentices, and staff with accurate, timely responses.

QUALIFICATIONS:
AA degree or two years of equivalent coursework, BA preferred.
Two years of experience in a high paced, diverse atmosphere.
Knowledge of early childhood programs – especially subsidized child care and Head Start preferred
High level computer skills with demonstrated experience using databases and Microsoft Office productivity applications.
Negative TB Results, Measles and Pertussis immunizations and physical exam clearances at the time of employment
Livescan/Criminal record clearance
Ability to be flexible organized, efficient, and to prioritize tasks
Analytical skills
Valid California's Driver's License/proof of auto insurance/annual DMV check required
