SUMMARY DESCRIPTION
The Public Works Coordinator is primarily responsible for oversight and coordination of division-specific contracts. The coordinator develops bid/scope documents, coordinates the public works side of the procurement process and oversees the implementation and inspection of the contractor(s) once selected. A successful candidate for this position would benefit from having field experience in a related public works discipline with a desire to apply that knowledge by moving into a more administrative/oversight role. The coordinator will work closely with the division supervisors and lead workers to ensure that contractors are meeting the City expectations and providing appropriate support to the operations staff.
This coordinator position will specialize in supporting Public Works divisions including analyzing current maintenance practices and providing recommendations for future resource allocation. Examples of some potential contracts to be overseen are city park and facility janitorial, lighting enhancements, park amenity upgrades and more.

Position Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Coordinates, plans, prioritizes, schedules, assigns, reviews and participates in the work of staff or contractors in area of assignment; participates in the development and implementation of goals, objectives, policies, priorities and budget.
Monitors work sites and ensures adherence to safe work practices and procedures; Establishes and maintains safety programs for assigned staff and contractors;
Plans, coordinates, and evaluates activities associated with assigned contracts related to area of assignment; participates in the development of contract scopes and specifications; monitors compliance with applicable contractual agreements; schedules and oversees assigned contractors performing maintenance and repair of public facilities and infrastructure to ensure quality of work, compliance with City specifications, and conformance with department plans and programs.
Under general supervision, assist in coordination with contractors and vendors to develop scopes of work and specifications for repair and renovation projects; and inspects construction and installation contracts to ensure conformance with established procurement specifications.
Monitors and coordinates assigned area workflow utilizing computerized asset/work management systems; ensures that maintenance files, records and documents are appropriately maintained and stored.
Inspects and evaluates all city-owned and operated infrastructure within area of assignment for each location, including preventive maintenance, infrastructure repairs, and capital replacements.
Oversees and participates in the use, care, and operation of a variety of construction and maintenance equipment, chemicals and supplies including but not limited to various heavy and light equipment such as: front end loaders, excavators, asphalt paving machine, rollers, dump trucks, painting and striping equipment, hand and small power tools; performs minor adjustments and emergency repairs to assigned equipment; cleans, maintains, and properly stores tools and equipment.?
Ensures that projects are completed on schedule and within budget in accordance with applicable regulations and standards; reviews schedules of construction.
Reviews and comments upon plans and specifications under design for consistency and maintainability, particularly as it relates to area of assignment.
Builds collaborative relationships with team members, property management, City staff, tenants, public utilities, agencies, community members and vendors; responds to and resolves maintenance issues, inquiries, concerns and complaints in a timely and efficient manner, ensuring a high level of customer satisfaction.
Works to research and determine infrastructure and equipment component purchasing and resource needs; estimates time, materials, and equipment required for jobs assigned; requisitions materials as required.
Participates in the selection of, trains, motivates, and evaluates assigned personnel; responds to staff questions and concerns.
Maintains library of literature, brochures, parts books, repair manuals and operation manuals related to division's activities and equipment.
Attends and participates in professional group meetings. Stays abreast of trends and innovations in the field of facility maintenance
Responds to after-hours emergencies and callback when participating in the After Hours On-Call Program, while in a standby capacity or as emergency situations require.
Assists with budget management aspects related to area of assignment.

Some examples of specific divisional duties are outlined below:
Street Maintenance: Apply knowledge of asphalt maintenance and repair methods, principles of roadway striping, storm drain cleaning and maintenance procedures, construction of concrete improvements, traffic control implementation and work zone safety. Service and maintain lighting systems and controls; including overhead and underground cables, wiring systems and electrical components, microprocessors, and electronic circuitry. Inspects installation, repair, and upgrades of streetlights, traffic signals, and interconnect systems.
Minimum Qualifications
The following generally describes the knowledge and ability typically required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of: Applicable federal, state and local codes and regulations relative to the assigned division area; principles of organization, administration, budget and personnel management; principles and practices of supervision, training and performance evaluation; principles and practices of record-keeping, report preparation and scope/bid development; proficiency with various office technology including utilizing various related software programs. Proper procedures used in the maintenance and repair of hand and power tools as well as operational characteristics of equipment and tools used in work activities; principles of occupational hazards and standard safety practices as applied to division area.
Ability to: Coordinate and direct assigned divisional programs based on technical expertise; supervise, organize, and review the work of staff and contractors involved in assigned maintenance program areas as well as participate in the selection, training, and evaluation of assigned staff; recommend and implement goals, objectives, policies, and procedures for providing assigned services and activities; use good judgment in the scope of assigned authority; communicate clearly and concisely, both orally and in writing; operate office, shop and field equipment; Perform strenuous physical work with agility and endurance for prolonged periods of time; maintain and prepare accurate and concise records and reports; read and understand project plans as applicable to division area; estimate project scope and required resources; collaboratively work with and establish effective relationships with outside stakeholders as needed; prioritize safety in all aspects of supervision and operations; interpret and apply federal, state and local policies, laws and regulations as applicable to division area; demonstrate an awareness and appreciation of the cultural diversity of the community.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. Candidates may substitute significant relevant experience for educational/training requirements if they display the knowledge and abilities to be successful in the classification. Education/Training:
Equivalent to possession of a high school diploma or GED supplemented by specialized coursework related to work in specific public works area of assignment or discipline, business administration, public administration or a related field. An Associate's and/or bachelor’s degree in an applicable expertise is desirable.
Experience:
At least one year of supervisory experience is desired along with 3 years of responsible maintenance experience within the discipline or the operational division assigned. This includes experience with software used for the management and maintenance of the division area.
License/ Certificate:
Possession of an appropriate, valid driver’s license with satisfactory driving record. A Commercial driver’s license with a tank endorsement may be required of some positions or to participate in the after-hours program.
Professional certifications and/or licenses and accreditations are highly desirable.
