GENERAL SUMMARY
Performs professional-level financial management work with an emphasis on budgeting, accounting, and grant compliance. Assists in the review and preparation of financial statements and reports such as the Annual Budget, Annual Comprehensive Financial Report, and Five-year Plan.

- • Monitors revenues and expenditures. Analyzes accounts and funds, reviews contracts,
agreements, invoices, and purchase requisitions. Maintains information in Enterprise
Applications. Prepares and submits billings and other filings required by other governmental agencies.
• Assists in preparing agenda items and supporting documentation for presentations to the
Board of Directors.
• Develops, prepares, and manages the annual budget. Works directly with departmental staff and project managers to analyze, forecast, and monitor approved operations and project budgets. Assists in the development of the General Fund Five-Year forecast. Conducts special studies to analyze complex financial actions.
• Prepares reports on and analyzes budget forecasts, financial plans, governmental requirements, grant compliance, statistical reports, annual rates, and cash flow projections.
• Gathers, analyzes, and prepares recommendations on financial plans, acquisition activity, business planning, strategic planning, government requirements, and operating forecasts.
• Reviews vendor contracts, invoices, and requisitions.
• Provides grant support to departments and project managers. Includes both pre and post
grant award requirements such as monitoring eligible expenditures, matching funds or other services, Indirect Cost allocations, and annual reporting requirements.
• Researches and provides recommendations on charges for services, rate of return, internal overhead costs, vehicle and equipment rates, working capital requirements, and the impact of governmental requirements.
• Trains staff and project managers on the use of accounting and budget applications.
• Performs related work as required.
Senior Financial Analyst
Will perform, or be knowledgeable, on the above task in addition to the following:
- Gives board of director presentations as needed.
- Oversees budget transfers and amendments.
- Leads the development of the General Fund Five-Year forecast and the Utilities Ten-Year Capital Improvement Plan.
- Supports the strategic planning process. Assists in the facilitation, development and monitoring of goals, objectives, and performance measures.
- Leads special projects within the department. Gathers information, collaborates with team members, and presents project plans.
- Advises on the renewal and replacement program for assets
SUPERVISORY REQUIREMENTS
This position may supervise other budget analysts or related positions.
MINIMUM QUALIFICATIONS
Required Education and Experience
- Persons with an undergraduate degree from an accredited college or university in Accounting, Finance, Business, or Public Administration or a related discipline, and one (1) year of progressively responsible experience in public sector accounting, budgeting, and reporting; or a combination of experience and education that results in the required knowledge, skills, and abilities may qualify for the position of Financial Analyst I.
- Persons with an undergraduate degree from an accredited college or university in Accounting, Finance, Business, or Public Administration or a related discipline, and three (3) years of progressively responsible experience in public sector accounting, budgeting, and reporting; or a combination of experience and education that results in the required knowledge, skills, and abilities may qualify for the position of Financial Analyst II.
- Persons with an undergraduate degree from an accredited college or university in Accounting, Finance, Business, or Public Administration or a related discipline, and five (5) years of progressively responsible experience in public sector accounting, budgeting, and reporting; or a combination of experience and education that results in the required knowledge, skills, and abilities may qualify for the position of Senior Financial Analyst.
Required Licenses or Certifications
Must have and maintain a valid driver’s license and an insurable driving record.
