About the Department

We are currently seeking a Records Management Specialist to serve in a Special Duty Assignment/Term Limited Temporary capacity. We are looking for a skilled and motivated professional to support a large-scale records research and compilation project for King County. This is an important role that will directly contribute to our legal compliance and operational transparency.

The primary responsibility of this position is to identify, review, and organize records that are responsive to litigation, while ensuring full compliance with legal standards and King County policies. The role also involves managing the inventory and classification of large volumes of sensitive documentation.

We are looking for someone with a high level of integrity, excellent organizational skills, and the ability to perform complex technical, investigative, and analytical work. The ideal candidate will have experience working with legal or policy-driven documentation and demonstrate sound judgment in handling confidential or sensitive information.

SPECIAL DUTY & TERM LIMITED TEMPORARY ASSIGNMENTS: The assignment is scheduled to run through 2026; however, the exact duration may end earlier or be extended based on operational needs, the project and funding. Rate of pay will be in accordance with applicable bargaining agreements and/or Career Service Guidelines. Special Duty Assignments do not confer any privilege, right of appeal, or right of position, transfer, demotion, promotion or reinstatement, and can be revoked at any time with or without cause.


This recruitment will establish an eligibility list that may be used to fill future Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) positions within this job classification over the next 12 months.


Position Duties

The job description is an overview and is intended to describe the general nature and level of work being performed. It is not an exhaustive list of all the functions and tasks required of this position.


  • Exercise independent judgment in researching, gathering, reviewing, and evaluating documents to determine whether they are related or applicable to the public or legal requests. Determine priority of work, seeking guidance as appropriate. Identify and resolve potential issues.
  • Develop and maintain a system for cataloging documents by subject and responsiveness to the request.  Ensure appropriate storage, archiving, or destruction of department records under policy and retention schedules as appropriate.
  • Independently review and assess large quantities of records and documents, redact or exempt information as necessary per King County Public Records Policies and Procedures and the Public Records Act. Conduct and coordinate research and analysis in response to public records requests.
  • Storage, maintenance and destruction of records in compliance with public records regulations.
  • Develop collaborative working relationships with each requestor to clarify requests and provide timely and efficient responses.
  • Respond to inquiries from department management and other stakeholders as applicable. Coordinate with department's Records Manager and attorney for assistance as needed.
  • Respond to inquiries regarding status of requests and keep requestors up to date and informed on the progress of requests.
  • Log/track all requests, maintain tracking system and update it on a regular basis and in a timely manner. Maintain accurate and organized response files.
  • Other duties as assigned.

Minimum Qualifications


  • Minimum of four (4) years of professional records management experience designing and maintaining records management systems, providing records management indexing, filing, and archival theories and practices or any combination of education, skills, training, and experience that clearly demonstrates the ability to perform the duties of this position.
  • Strong understanding of records management practices, inventory control and record retention techniques and principles.
  • Thorough knowledge of applicable state, and county laws and regulations governing records management and public disclosure.
  • Familiarity with State records retention schedules, and lifecycle management.
  • Experience using records management software such as Content Manager, and with imaging and scanning technologies.
  • Demonstrated experience in conducting records surveys and inventories.
  • Experience working with microfilm.
  • Strong customer service skills with experience providing research assistance in a customer-focused service- oriented environment.
  • Skill in developing and implementing new processes.
  • Ability to use analytical skills to apply policies; possess strong research and evaluation skills.
  • Proficiency and experience with Microsoft Outlook, Word, Excel, SharePoint, and querying Access databases is required.

Desirable qualifications:

  • Bachelor's degree in Records Management, Archival Science, Business Administration, Public Administration, or a closely related discipline.
  • Knowledge and experience working with public works, engineering or other highly technical records.
  • Experience with Photoshop and digital archival image processing.
  • Skill in managing computer applications and databases for controlling and facilitating records access
  • Experience leading training sessions and presentations; ability to prepare user guides and training materials.

WORK LOCATION/SCHEDULEThe work location for this position is on-site at the King County Correctional Facility, located at 500 5th Avenue, Seattle, WA 98104. This is a full-time position (40 hours per week) and is overtime-eligible under the Fair Labor Standards Act (FLSA).

The standard work schedule is Monday through Friday, 8:00 a.m. to 4:30 p.m.; however, schedule assignments may vary based on departmental staffing needs and, where applicable, the bargaining unit bidding process.

UNION MEMBERSHIP: This position is represented by Public Safety Employees Union - Non Commissioned - Department of Adult and Juvenile Detention.
