North Coast Connector Project Manager

The City of Cleveland seeks an experienced, decisive, and dynamic Project Manager to oversee the North Coast Connector project to completion. The successful candidate will manage all aspects of the project, including coordination among City departments, consultants, and federal and state agencies. This senior leadership role will involve ensuring adherence to scope, schedule, and budget while maintaining compliance with federal, state, and local funding requirements.  This position is a Grant Funded position and will report to the Chief Operating Officer.  

Position Duties

(Title changed from Executive Assistant) Under administrative direction, is responsible for planning, managing, developing work rules, training, coordinating, and administering all activities and personnel of such staff positions as administration, citizen participation, research, and finance, and manages such personnel as are assigned to specific functions in the performance of the necessary duties. Performs other job-related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree is required. Four years of full time paid management or administrative experience is required. (Substitution: Two years of experience may substitute for each year of college education lacking. A valid State of Ohio Driver's License is required.

Overview of the North Coast Connector ProjectThe North Coast Connector is a transformative infrastructure project designed to enhance connectivity between Downtown Cleveland and its lakefront. The North Coast Connector is integral to the City’s vision of revitalizing public spaces, fostering economic development, and improving access to Lake Erie’s shoreline. By creating safer, efficient transportation links and new public amenities, the North Coast Connector aims to support sustainable growth and improve the quality of life for Cleveland residents and visitors.

This critical project will utilize multiple funding sources and involve collaboration across multiple City departments, state and federal agencies, and external consultants. The project consists of transforming the Shoreway from a limited access highway to a City Boulevard, a land bridge that connects downtown Cleveland to the waterfront, bike and pedestrian paths, and a multi-modal transit hub. The initiative aligns with Cleveland’s long-term goals of fostering equitable access, enhancing mobility, and advancing environmental resilience. Construction is planned to commence in 2027 and is estimated to be completed within four years after commencement.

Departmental Minimum Qualifications:

  • Bachelor of Science in Civil/Transportation Engineering, Construction Management or related field
  • At least 10 years of relevant PS&E (Plans, Specifications, and Estimates) design experience.
  • Professional Engineer (PE) license in the State of Ohio.
  • Certified Construction Manager (CCM) Certification. 
  • Extensive knowledge of FHWA, ODOT and City of Cleveland design standards and processes.
  • Knowledge of government and City processes and the role of a Local Public Agency (LPA)
  • Demonstrated ability to manage federally funded projects and ensure regulatory compliance.
  • Experience within the construction industry, which could consist of general contracting, owner’s representation, commercial development, engineering and design, or similar.
  • Demonstrated success in communicating project requirements to various audiences (e.g. senior management, peers, public officials, vendors, etc.).
  • Experience with project management from design phase through implementation and operation.
  • Understanding of project timeline development and management.
  • Contractor and vendor management experience including request for proposals, bidding, change orders, quality control, and RFI/submittal tracking associated with construction and project execution.
  • Experience in value engineering process.

Preferred Departmental Qualifications:

  • Experience managing large-scale design-build projects.
  • Demonstrable track record of achieving scope, schedule, and budget goals on complex projects.
  • Exceptional communication and leadership skills, with experience engaging diverse stakeholders.
  • Possesses and demonstrates effective problem-solving skills and decision-making abilities.
  • Knowledge of standard office procedures, practices, and adept use of technology tools (e.g. Microsoft Office 365, Adobe Suite, etc.)
  • Demonstrates a commitment to public involvement, ethics and customer service.

  • Individuals with a background in city management who bring a strong understanding of urban planning, policy implementation, and cross-departmental coordination.
  • Professionals with expertise in construction law, particularly those who have worked on project management aspects of legal and regulatory compliance.
  • Licensed architects with hands-on construction experience, particularly in managing complex design-build projects.
  • Candidates with a proven track record of problem-solving across disciplines, who can navigate multifaceted challenges and effectively collaborate with stakeholders from various fields.

Examples of Duties
  • Perform the full range of project management and oversight duties including overseeing work product and workload distribution to an Owner’s Representative, Progressive Design Builder, and other consultants. The Project Manager will be involved in the process of hiring the Owner’s Representative and a Progressive Design Build team.
  • Convene and lead multidisciplinary teams of City of Cleveland staff, including staff in the Mayor’s Office of Capital Projects, Finance department, Planning Department, and Building and Housing, as well as consultants and external partners.
  • Create, refine, and/or monitor project scope, budget, schedule, and cost-effectiveness.
  • Review, revise and/or manage project documentation, including plans, specifications, contracts, cost estimates, change orders, and reports.
  • Consult and collaborate with federal agencies, state agencies, in-house staff, and external professionals to launch pre-construction and construction activities, including the delivery of FHWA Major Project requirements, completing the NEPA process and executing the right of way phase of the project.
  • Work with external users and stakeholders including but not limited to private railroad companies, GCRTA, Amtrak, and the current lakefront organizations including the North Coast Waterfront Development Organization and the Port of Cleveland to advance the North Coast Connector Project. 
  • Apply specialized knowledge of contracts, regulations, and laws governing federally funded infrastructure projects.
  • Provide actionable recommendations for resolution of construction and design issues.
  • Keep City officials and stakeholders informed on project scope, status, disputes, and resolutions.
  • Continuously evaluate project team for performance and recommend staffing or consultant changes as needed to ensure the project is within budget and schedule.
  • Coordinate and conduct briefings and public engagement activities for a variety of audiences including public officials, media, residents, and agency staff on project scope and status.
  • Participate in formal pre-claim and claims hearings, negotiating settlements for dispute resolutions.
  • Provide technical expertise in evaluating errors or omissions by contractors or engineers and reviewing proposed changes in materials, methods, or designs.
