About the Department
This position involves highly complex and specialized, and technical accounting and auditing functions related to meter revenue collection, and preparing bank deposits from all parking facilities. Employees in this class are responsible for supervising and distributing work to a staff of subordinate employees in the performance of cash receipts, bank deposits, and revenue of the parking office. Incumbents may be assigned to general ledgers, subsidiary ledgers, cash control, receivables, inventories, fixed assets, payroll, payables, and related activities. Work includes compilation, maintenance and auditing of diversified statistical, for purchasing and accounting records and preparation of special financial statements and reports. Work is performed under the direction of the Customer Service Manager, however, independent judgment and use of acquired knowledge and skills is exercised in the performance of established accounting and complex technical tasks. Work is subject to verification by a variety of internal controls, supervisory review and periodic audits.
- Plans, assigns and reviews the work of subordinate staff engaged in maintaining records, verifying accuracy, receiving cash and other types of payments and posting of all receipts; and receiving and classifying revenue, and expenditure data and reports; prepares complex journal entries; records and controls supply and asset inventories; reconciles multiple ledgers and bank accounts.
- Assists subordinates in resolving problems in unusual situations, instructs employees in office practices; orients and trains new employees.
- Studies and standardizes work procedures; proposes new work methods; recommends new procedures, forms and methods to effect savings of time and costs, and to improve office efficiency; operates automated office equipment.
- Collects, analyzes and organizes data; prepares special reports; prepares composite reports from individual reports of subordinates.
- Assists supervisors in planning and research activities and in developing and maintaining parking programs.
- Performs duties of a complex nature in maintaining control records, checking important transactions, and recommending solutions to administrative problems.
- Provides input on hiring, discipline and promotion of subordinates; evaluates and rates employee performance; establishes work procedures; expedites work flow.
- Processes, invoices, purchase orders and all other payment request types. Reviews all submissions for accuracy, required authorizations and compliance with City policies and external audit compliance.
- Maintains pending payment files; monitors payment terms and due dates; and takes additional steps to identify missing invoices by reviewing statements and researching past due amounts.
- Prepares monthly invoices for parking permits, valet parking and parking lease agreements; ensures payment is subsequently received.
- Works with Parking Operation Supervisor in counting of coin and currency; and preparing bank deposits; and inputting collection data.

- Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

Position Duties
Required:
Graduation from an accredited high school or equivalent (GED) and one (1) year of experience in an occupation requiring collections or accounting functions or an equivalent combination of training and experience.
Preferred:
Associate’s Degree, plus three (3) years of experience in an occupation requiring collections or accounting functions.
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Valid Driver’s License: With proof of automobile insurance
- Background Check: Must have an acceptable background record
- Driving Abstract: Must have an acceptable driving record
