Job Description
Job Duties:
• Conduct file reviews, site inspections and aerial inspections via helicopter to ensure ERP, WUP and WOD Permits are maintaining compliance with permit conditions.
• Summarize inspection related findings and photo documentation and produce written compliance and enforcement reports.
• Investigate and address public inquiries.
• Identify and process turbidity and wetland resource violations, prepare enforcement documentation, and track restoration activities to determine compliance with Consent Orders.
• Adjust planting plans, work schedules and other post-permit compliance and enforcement actions.
• Review wetland monitoring reports pertaining to ERPs, WUPs and enforcement cases.
• Assist with Environmental Resource or Consumptive Use Permitting duties as workload requires.
Job Qualifications:
• Knowledge of wetland systems, soil science, ecosystems typical of South Florida, native and non-native flora and fauna, water quality best management practices (BMPs), and basic knowledge of groundwater hydrology and groundwater/surface water interactions.
• Knowledge of wetland mitigation practices and wetland functional assessments such as the Uniform Mitigation Assessment Method (UMAM) are preferred. This position involves both internal and external project coordination as well as representing the agency on interagency work groups, task forces and in public outreach presentations.
• Experience in the use of personal computers and programs including Microsoft Office, Adobe Acrobat, SharePoint, Google Earth, and ArcGIS.
• Excellent written and oral communications skills and the ability to successfully negotiate.
• Experience in successfully communicating with other professionals, attorneys, developers, agriculturists, utility operators and other members of the public on technical, scientific or regulatory matters.
• Ability to prioritize, schedule and manage workload and time to meet deadlines.
• Ability to exercise independent judgment to the degree appropriate for the situation.
• The ability to resolve complex environmental issues in a collaborative manner.
• Must be familiar with the District’s ERP, WOD and CUP regulatory programs along with pertinent Florida Statutes and Florida Administrative Code, including Chapter 62-340, F.A.C.
Employment Guidelines/Experience:
Bachelor’s or Master's degree in Biology, Wetland Ecology, Natural Resource Management or related field and six (6+) years of qualifying experience. Equivalent combination of relevant education and experience may be substituted as appropriate. Certification as a Professional Wetland Scientist preferred. Broad background in practical applications of wetland ecology, surface and groundwater hydrology required with an emphasis on South Florida ecosystems.
License(s) / Certification(s):
• Valid State of Florida Driver's License required.
• Certified Wetland Evaluator (CWE) or the ability to receive in six months.
Physical Requirements/ Working Environment:
• Able to lift at least 40 pounds.
• Both office and field work are required. Field work may be conducted throughout the year including inclement or harsh weather conditions. Field work often includes on and off-road vehicular travel and occasional helicopter surveillance.
• Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
• 5 8-hour days
