Overview:

GDC IT Solutions is currently seeking a Senior Project Manager to work primarily in a full-time telework capacity with mandatory on-site collaboration one day per month. This position requires candidates to be located within commuting distance of Harrisburg, Pennsylvania, and offers an opportunity to lead a large-scale enterprise platform implementation focused on case management solutions across multiple DHS and HHS agencies.

As a Senior Project Manager, you will be responsible for directing, administering, managing, and facilitating the enhancement and implementation of the Electronic Case Management (ECM) platform, ensuring delivery from initiation through completion. You will lead the full project lifecycle, manage other project managers, coordinate with DHS program offices and federal partners, and serve as the primary point of contact to ensure projects are completed on schedule, within budget, and meet established business, technical, and quality requirements. Your leadership will drive collaboration among cross-functional IT teams, vendors, and stakeholders, while managing risks and communications to achieve strategic goals.

Responsibilities:
  • Lead the enterprise-wide implementation of the ECM system, managing complex initiatives across DHS and federal partners.

  • Direct and facilitate business process re-engineering and development projects of strategic importance.

  • Manage other project managers and serve as the Lead PM for agency-wide initiatives.

  • Plan, schedule, and oversee all phases of the project lifecycle including design, programming, testing, and deployment.

  • Develop, secure approval for, and manage the detailed Project Management Plan.

  • Track project progress, budget, and milestones, taking corrective actions to maintain schedule and scope.

  • Manage project risks using RAID logs and implement mitigation strategies.

  • Facilitate collaboration between IT teams, vendors, and program offices to resolve issues and meet requirements.

  • Deliver regular status reports and presentations to senior leadership and stakeholders.

  • Establish and maintain project governance consistent with HHS DC PMO methodology.

  • Coordinate system testing, training, and orientation sessions.

  • Ensure compliance with project management standards and facilitate continual process improvements.

  • Maintain project documentation on SharePoint and Microsoft Teams.

  • Submit weekly timesheets and status reports per DHS guidelines.

Minimum Qualifications:
  • Seven (7) to nine (9) years of experience managing technical initiatives with large cross-functional IT teams and vendors.

  • Proven experience implementing enterprise solutions and leading large-scale projects.

  • Strong leadership, communication, negotiation, problem-solving, and team-building skills.

  • Self-driven, assertive project manager with a results-oriented approach.

  • Familiarity with the five phases of project management as defined by PMI.

  • Four (4) year college degree or equivalent technical study.

  • Ability to pass criminal history background check and Pennsylvania State Policy PATCH report.

  • Knowledge of Pennsylvania DHS operations and policies.

  • PMP certification through PMI.

  • Prior experience working within Pennsylvania Department of Human Services (DHS).

  • Experience collaborating with federal programs such as CMS.

  • Demonstrated success in managing enterprise-level projects in complex environments.
