About the Department

The Maryland-National Capital Park and Planning Commission (herein, the “Commission”), Department of Parks and Recreation, Prince George’s County, Maryland, is a six-time winner of the National Gold Medal Award for Excellence in Parks and Recreation Management. The Compliance, Performance, and Innovation Division seeks a Compliance and Innovation Associate II to coordinate all aspects of the continual process of monitoring and assessing the Department’s processes, procedures, and industry requirements to protect assets, maximize efficiency, and strengthen the services we provide to our patrons. 

This position reports directly to the Compliance & Innovation Manager.

Position Duties

  • Review and improve upon previously implemented changes/establish structural recommendations
  • Improve, implement, and monitor asset management procedures. Collaborate with Office of Inspector General (OIG) and M-NCPPC Legal Counsel to develop comprehensive Department of Parks and Recreation, Prince George’s County procedures for fixed and controlled assets. 
  • Communicate and implement approved administrative procedures to relevant staff, provide training to ensure understanding and compliance, and support staff in the effective management and stewardship of M-NCPPC assets.
  • Coordinate with the Compliance & Innovation Manager on budget allocations; monitor spending and reallocate funds as necessary.
  • Monitor compliance with procurement procedures across the Department, identifying areas for improvement and ensuring consistent policy application. Assist in developing and implementing best practices to enhance staff understanding and adherence, including training initiatives and performance support strategies.
  • Analyze OIG reports to identify behavioral trends and determine trends requiring additional training.
  • Research software systems and optimize technology processes in CPID
  • Enhance the Department’s survey process and procedures, from creation to deployment
  • Conduct survey analyses and deliver the results to stakeholders
  • Drive future programming/service decisions through survey data
  • Represent and co-lead the Department of Parks and Recreation team as the agency develops and implements the mandates of the “Building Energy Performance Standards (BEPS)” Initiative

Minimum Qualifications


1. Bachelor's Degree in Human Resource Management, Finance, Business or any related field.
2. Four (4) years of progressively responsible experience in Human Resource Management,
finance or any related field.
3. An equivalent combination of education and experience may be substituted, which together total 8 years.


Preferred Qualifications:

  1. Demonstrated experience assessing and supporting departmental restructuring initiatives to improve operational efficiency and alignment with strategic goals.
  2. Proven ability to develop, implement, and manage organizational best practices that promote compliance, consistency, and continuous improvement.
  3. Strong interpersonal skills with experience facilitating collaboration and communication among internal teams and external partners.
  4. Working knowledge of operating budgets, asset management systems, data analysis methodologies, and audit procedures to support informed decision-making and compliance oversight.
  5. Experience designing staff training curricula and developing evaluation tools to measure learning outcomes and program effectiveness.
  6. Skilled in developing study RFPs and leading cross-functional teams to execute complex projects on time and within scope.
  7. Experience contributing to developing and revising agency-wide strategic and master plans to guide long-term organizational priorities.
  8. Proficient in various technologies including databases, the Microsoft Office Suite, and advanced graphic or data visualization software.
