About the Department

The Construction & Special Projects Manager for Bridging Neighborhoods is a program management expert with experience managing a team and in the residential construction industry. The Construction & Special Projects Manager supervises a Field Team inclusive of a Superintendent and Housing Inspectors, oversees the processes of cost-estimating, manages on-going renovations by contractors for vacant and occupied homes and special projects related to home repair/home improvement and assists with contractor engagement. The Construction & Special Projects Manager is responsible for reporting out on the activities of the team on a regular basis, evaluating scopes of work and price quotes, managing projects within project budgets, and analyzing the progress and determining the most effective way to deploy the team such that all construction is proactively monitored and results in quality and on-time completion. The position is a full-time, exempt position reporting to the Bridging Neighborhoods Deputy Director. The position is currently hybrid - in office and at home. The office work location for this position is the Coleman A. Young Municipal Center at 2 Woodward Ave, Detroit. Time in the field will be required on an as-needed basis, as well as the occasional evening and weekend hours required.

The Supervisory Program Analyst III will be assigned to lead and supervise a subordinate staff of professionals and paraprofessionals who perform duties relating to the needs and services with accountability to office management for the quantity and quality of the work done, and for assuring efficient work operations.

Supervisory functions include a range of duties and responsibilities for planning, organizing and reviewing work, administering human resource matters, and dealing effectively with employees and union representatives about employee-management concerns.

Position Duties


· Responsible for overseeing, planning, managing, and tracking the progress of the Bridging Neighborhood’s construction projects. This includes, but is not limited to, current home swap programs, Neighborhood Solar energy efficiency upgrades, Stellantis Home Repair program, and other future home repair / rehab and special projects.

· Creates schedules for the Field Team to follow each week in order to maximize their workload when identifying potential homes for Bridging Neighborhoods, monitoring home renovations, as well as overseeing progress on home repair programs

· Works with the Operations Supervisor and other BN team members to create the Requests for Proposals / Requests for Quotations that will go out for bid through the Office of Contracting & Procurement, ensuring that all of the necessary information is translated into the document(s).

· Ensures the successful completion of bid and scope walks with contractors and participates in bidder conferences, as needed.

· In coordination with the Bridging Neighborhoods Operations Supervisor, plans recons and scopes of inventory of new homes for home rehab programs and manages the timeline of bidding rehab work to ensure construction timelines promised to residents are achieved.

· Reviews and approves cost estimates and requests for qualifications, proposals and quotes for construction to ensure that work is in compliance with program guidelines and participant requests.

· Manages the cost estimating, construction and environmental processes of the vacant rehab and occupied-home programs, including making recommendations to the processes to reduce cost of rejected properties and of renovations.

· Develops, reviews and analyzes activity logs and reports to monitor ongoing construction projects and work completed by the Field staff.

· Monitors or evaluates contractors for conformance, effectiveness and timeliness in construction completion.

· Provides recommendations for resolution to issues identified by the Field Team.

· Responds to and resolves difficult and sensitive citizen inquiries and complaints as it relates to ongoing construction projects and projects inside the warranty period.

· Coaches and motivates Housing Inspectors and promotes mutual support and interaction among the Field staff.

· Ensures project deadlines are met.

· Works to engage & grow the pool of pre-qualified Detroit-based contractors for Bridging Neighborhoods, working in coordination with the Office of Contracting & Procurement and BN Field Team.

· Performs special projects and other duties as assigned

Minimum Qualifications

  • Bachelor's degree from an accredited college or university, with major course of work in business administration,publicadministration,publicpolicy,economics,finance,accounting,urbanstudies, information technology, or a closely related field.
  • Minimum of four (4) years of experience in leading teams, projects or other assignments that illustrates supervisory capabilities,professionalexperienceinvolvingthesystematicreview,analysis, interpretation, or other financial data.
