The Water Authority is executing a long-term strategy to diversify the region's supplies, make major investments in the region's water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region's water portfolio, while continuing to diversify supplies to enhance current and future reliability.
The Engineering Department
The ideal candidate will have excellent organizational skills, be able to respond to changing priorities, tight deadlines, and grasp issues quickly. Well-qualified candidates will be able to demonstrate a thorough understanding of critical path methodology scheduling and resource loading. This person will work directly with project managers and coordinate with multiple teams. The ideal candidate will have strong interpersonal skills, promote teamwork and collaboration and communicate effectively with staff at all levels. In addition, the ideal candidate will demonstrate the following:
- The ability to load labor and cost resources in project management software. Knowledge of Microsoft Project and Primavera software is desirable.
- Experience designing and developing cost and resource loading reports in project management software.
- The ability to track activity and cost progress in relationship to a baseline.
- The self-confidence to independently track, report and explain variances to stakeholders.
- Honesty and integrity in daily interactions with project managers and interdepartmental stakeholders.
Position Duties
Project Scheduler I: $54.35 - $73.10 hourly ($113,052.16 - $152,043.84 annually)
Project Scheduler II: $63.03 - $84.77 hourly ($131,106.56 - $176,323.68 annually)
Distinguishing Characteristics
The Project Scheduler I is a entry level class in the professional Project Scheduler series. Employees at this level are not expected to function with the same amount of program knowledge or skill level as employees allocated to the Project Scheduler II level and exercise less independent discretion and judgment in matters related to work procedures and methods.
The Project Scheduler II is the journey level class in the professional Project Scheduler series. Employees within this class are distinguished from the Project Scheduler I in the former class performs more difficult analyses of Capital Improvement Projects and functions with a higher level of program knowledge and skill level than employees allocated to the Project Scheduler I class.
Representative duties

- Maintains and updates cost loaded, critical path network project schedules for small, non-complex projects.
- Interacts with project managers and project team members to provide basic analysis and standard reporting of project cost and schedule status.
- Maintains and updates the project controls systems and databases by populating required data fields in support of project and program level reporting, management presentations and data requests.
- Researches and queries the Water Authority's financial system for project cost information and project contract information and incorporates the information into the periodic project cost and schedule updates.
- Supports the Operating and Capital Improvement Program budget development process by maintaining accurate and updated project resource information and key dates.
- Performs quality assurance and quality control during the periodic update process to ensure cost loaded schedules and associated reports accurately reflect the current status of projects.

Work Schedule:
Employees assigned to work at the Kearny Mesa office work a 9/80 schedule, where the entire facility is closed every other Friday. Following the successful completion of the probationary period, telework may be available up to one day per week, subject to operational needs and management approval. Currently, department operations are structured around an on-site schedule Monday through Thursday, with the potential option to telework on Fridays.Minimum Qualifications
The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.
Project Scheduler I: A Bachelor's degree from an accredited college or university in civil engineering, computer science, communications, construction management, or a related field supplemented by one year of experience in planning and controlling theory, software, and systems used in maintaining critical path networks.
Project Scheduler II: A Bachelor's degree from an accredited college or university in civil engineering, computer sciences, communications, construction management, or related field supplemented by three years of experience in planning and controlling theory, software, and systems used in maintaining critical path networks; and knowledge of how to manipulate capital calculations; or an equivalent combination of training and experience.
Licenses and Other Requirements
A valid California driver's license and the ability to maintain insurability under the Water Authority's Vehicle Insurance Policy.
