Summary Job Description
The Director of Programs for People with Intellectual Disabilities provides strategic, operational, and programmatic leadership for programs serving individuals with intellectual and developmental disabilities (I/DD). Reporting to the Senior Vice President, the Director is responsible for overseeing the design, implementation, and growth of OPWDD-certified services, including but not limited to family care services, day habilitation, and community habilitation. This position ensures all services are person-centered, trauma-informed, and compliant with New York State and federal regulations.
The Director will lead strategic planning for new service development, maintain strong partnerships with Care Coordination Organizations (CCOs), and foster a high-performance, inclusive workforce. The role requires deep knowledge of OPWDD regulations, Medicaid waiver services, and a strong commitment to dignity, inclusion, and self-determination. The Director will oversee programs serving Suffolk, Nassau and Queens counties. Weekly travel to supervise staff located in both our Wading River and Brooklyn offices is required. The position can be located in either our Brooklyn or Wading River office. This is a hybrid remote position.

Little Flower Children and Family Services of New York is a human services nonprofit supporting the well-being of children, youth, families, and individuals across New York City and Long Island since 1929.
Our staff of more than 500 builds well-being by providing prevention services, foster care, residential treatment care, adoption services, programs and services for individuals with developmental disabilities, and medical and mental health services.
Principal Responsibilities
Strategic Leadership & Growth
- Develop and scale OPWDD-funded programs to meet unmet community needs through expansion of certified family care services, community, and day services.
- Use data from OPWDD and agency performance metrics to assess need and inform long-term growth.
- Design outreach strategies and collaborative care pathways that respond to regulatory and funding shifts.
Program Oversight & Compliance
- Ensure compliance with regulations from OPWDD, DOH, and CMS, including adherence to HCBS Waiver requirements.
- Lead internal audits, Quality Assurance and Performance Improvement (QAPI), and incident management protocols.
- Maintain readiness for certification reviews, annual surveys, and regulatory inspections.
- Workforce & Culture Development
- Recruit, mentor, and develop program managers, specialized staff, and direct support professionals (DSPs)
- Implement DEIA and trauma-informed principles into training, hiring, and supervisory practices.
- Champion staff engagement and career development aligned to competencies.
Partnership & Community Engagement
- Build productive relationships with families, CCOs, advocacy groups, and provider associations.
- Represent the agency at forums hosted by OPWDD Regional Offices, and other stakeholders
- Promote the inclusion and self-advocacy of people with disabilities through individualized support.
Fiscal Accountability:
- Oversee Medicaid billing, program budgets, and resource utilization across multiple programs.
- Collaborate with Finance to ensure cost-effective operations and compliance with billing regulations.
- Support financial forecasting, fundraising proposals, and new service development budgets.
Required Qualifications and Experience
- Master’s degree in social work, Psychology, Public Administration, Special Education, or related field
- 7+ years of experience in developmental disabilities, with at least 5 years in a management role
- Deep understanding of OPWDD Part 633/635 regulations, HCBS waiver services, and Life Plan processes
- Demonstrated success in growing and leading multi-site operations, compliance initiatives, and staff development.
- Strong written, verbal, and interpersonal communication skills
Preferred Qualifications
- Experience expanding certified programs and securing new OPWDD funding opportunities.
- Familiarity with trauma-informed care, managed care readiness, and person-first program design
Salary Range
The salary range for this role is $120,000 to $140,000 with a comprehensive benefits package. Pay rate will be commensurate with knowledge and experience.
Travel Requirements
This position offers a full-time, in person schedule and is based in Brooklyn or Wading River and requires travel to Wading River and New York City, and other locations when needed.
