Position Summary:
BHJD envisions that every Philadelphian with behavioral health challenges and justice involvement will achieve health, well-being, and self-determination. The Interim Deputy Director works with the BHJD Director to achieve this mission by; providing clinical consultation across BHJD, contributing to strategic planning, establishing as well as maintaining effective working relationships with legal partners, and empowering BHJD staff through training and professional development.
Duties and Responsibilities:
Justice System Liaison
- Collaborate with BHJD staff and legal partners (especially the criminal mental health courts of CP and MC) to establish a vision for improving outcomes for justice-involved Philadelphians with behavioral health challenges.
- Identify needed policies and processes to improve outcomes for justice-involved individuals with behavioral health challenges. Draft policies and processes as needed, develop implementation and communication plans for new and/or improved policy and procedures.
- Appearing as needed at court hearings to support new court staff and advise on policy matters specific to Philadelphians with legal oversight and behavioral health challenges.
- Apply knowledge about the unique needs of specialized service populations (including people with intellectual and developmental disabilities, people with serious mental illness or other disabilities) to develop unique solutions.
- Cultivate partnerships to create innovative solutions for current unmet needs and challenges for the justice-involved population with behavioral health challenges.
- Lead and build trust with a wide range of partners to facilitate concrete partnerships that will enhance systems integration, data sharing, and infrastructure building.
- Take ideas/partnerships from concept through implementation and evaluation phases including the associated data analytics.
- Provide input about content of BHJD’s ACLU Settlement report.
- Serve as Chair of CJAB’s Behavioral Health Committee.
- Oversee BHJD’s work with and participation in FJD’s Behavioral Health Initiative.
- Provide consultation as needed to the Kensington Wellness Court Steering Committee.
Directing Internal Training Initiatives
- Development of BHJD staff training to encourage professional growth and foster staff’s understanding of mental illness, relevant legal matters, social determinants of health, diversity, and equity.
- Building BHJD’s capacity to support internships/training positions at the undergraduate and graduate levels and across fields of study
- Assisting with recruitment and supervision of the Postdoctoral Psychology Resident.
- Assisting with recruitment and supervision of the Forensic Team Supervisor.
- Overseeing recruitment of Masters of Public Health interns.
- Establishing and maintaining relationships with local institutions of higher learning.
- Establishing and maintaining relationships with local secondary schools or high school guidance counselors to inspire young Philadelphians to enter the field of forensic behavioral health.
- Establishing relationships and making increased connections with HBCUs.
- Supervising FJD Behavioral Health Literacy Trainer Directing External Training Initiatives
- Supporting justice-partner training needs identified by BHJD business units.
- Overseeing BHJD’s involvement in training for the First Judicial District Court.
- Maintaining consistent communications with justice partners to identify their training needs.
- Developing training materials, modules, and plans to address training needs identified by justice partners especially for judicial conferences as well as court lunch & learns
- Creating knowledge tests and program evaluations for behavioral health literacy trainings that BHJD provides to justice partners.
Other Key Duties
- Supporting Director’s efforts to have staff understand and follow agency policies and procedures.
- Advising Director about personnel matters and consulting with human resources as needed.
- Communicating institutional knowledge to inform strategic planning and policy decisions.
- Providing psychological expertise and consultation to BHJD’s business units, as needed.
- Providing psychological expertise and consultation to DBHIDS’s business units, as needed.
- Providing psychological expertise and consultation to justice system partners, as needed.
- Provide expertise to special projects throughout BHJD, including but not limited to: development of new programs, transfers from criminal justice to community-based settings, admissions and flow through forensic programs, marginalized populations (e.g., individuals with SMI and intellectual disabilities, autism, brain injury, dementia, sex offense histories, and/or fire setting history), competency restoration, and specialty courts.
- Responsible for coordination and oversight of administrative tasks and establishment of protocols that enhance effectiveness and efficiency of clinical protocols across the Division.
- Support workforce development that emphasizes diversity and high-quality clinical training.
- Organizing and facilitating the Clinical Forensic Subcommittee and Legal Strategy meeting.
Skills Required:
This position requires clinical expertise and an ability to navigate systems of care, the criminal justice system, and community resources. Experience in program/policy administration and supervision is required. Necessary skills include the ability to work effectively as a leader and supervisor of a multidisciplinary team, a thorough understanding of behavioral health and serious mental illness, an understanding of the needs of individuals who are not competent to Stand Trial, psychiatric diagnoses, clinical interventions service planning and documentation of services. In addition, qualified candidates must be able to oversee and manage data entry, analysis, and interpretation.
Education and Experience:
Doctoral level degree in social work, psychology or a related field plus 10 years’ experience with the Philadelphia behavioral health and criminal justice system preferred. Supervisory and management experience required. License required. Experience with United States military veterans a plus.
Physical Demands:
Ability to physically perform the duties and to work in the environmental condition required such as maneuvering in office space-reaching file cabinets, fax and copier machines when necessary. Must be able to sit up for up to 2 hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions. Able to travel locally via public transportation and on foot from 1601 Market St. to 1101 Market Street, CBH, and various other destinations as needed.
Ability to effectively utilize computers, databases, and related common office software packages such as Microsoft Word Excel, Access. Valid driver's license and use of personal licensed and insured vehicle during work hours to travel. Ability to pass all background checks required by Philadelphia Prison System.
