T&M is hiring for a Roadway Safety Professional (RSP) to join our Transportation Market in New Jersey! The RSP will provide planning, data analysis, and project management support for New Jersey's Bicycle and Pedestrian Safety Programs (BSBPP). This role involves prioritizing and analyzing crash data, recommending safety improvements, and supporting the development and implementation of safety and Complete Streets implementation projects aimed at reducing fatal and serious crashes in New Jersey.
This role requires the candidate to be on-site at NJDOT Headquarters, located at 1035 Parkway Avenue, Trenton, NJ. Some remote work may be available depending on workload and specific tasks.
Responsibilities:
- Data Analysis and Safety Program Support: Analyze crash data and assist in the development of high-crash lists. Provide recommendations for safety countermeasures based on crash analysis and safety performance evaluations.
- Safety Audits and Stakeholder Coordination: Lead safety audits (Road Safety Audits - RSA, Pedestrian Road Safety Audits - PRSA) and collaborate with internal and external stakeholders to ensure alignment and successful implementation of safety programs.
- Project Management and Planning: Assist in the planning, coordination, and implementation of safety programs. This includes creating tracking systems for project assignments and progress, automating quarterly reports for the Highway Safety Improvement Program (HSIP), and providing ongoing support to the HSIP Portfolio Team.
- Project Development and Delivery: Review safety and Complete Streets projects, ensuring they comply with FHWA and NJDOT technical guidance. Provide technical support in project design, including crash analysis, geometric design, and traffic control planning. Evaluate project deliverables and manage project schedules, budgets, and quality control.
- Compliance and Technical Support: Ensure that all safety programs, designs, and projects meet federal and state safety standards, including those set by the Highway Safety Manual (HSM), MUTCD, and NJDOT’s Roadway Design Manual. Assist in maintaining compliance with regulations and standards for safety audits and countermeasures.
- Training and Mentorship: Guide and mentor junior NJDOT staff, providing subject matter expertise in safety planning, project management, and technical analysis. Support the development of a cooperative effort between NJDOT, NJDEP, and DHTS for safety-related tasks and public outreach efforts.
- HSIP Portfolio Support: Assist the HSIP Portfolio Team in streamlining and updating the HSIP Portfolio. Guide teams in automating reports for quarterly meetings and coordinate with internal stakeholders to ensure timely submission and review of project updates.
- SHSP Implementation: Assist in the implementation of New Jersey’s 2020 Strategic Highway Safety Plan (SHSP), including updates to the SHSP website, data analysis support, and participation in SHSP-related tasks under other contracts.
Qualifications:
- Bachelor’s degree in engineering, planning or related field is required.
- NJPE, NJPP/AICP and or RSP1/RSP2 preferred.
- Minimum of 3 years of experience with safety projects and road safety project delivery, including traffic signal engineering, crash data analysis, and safety program development. Experience with the NJDOT Capital Projects Delivery Process highly desirable.
- Familiarity with FHWA-proven safety countermeasures, crash reduction factors, and the process for creating collision diagrams and determining crash patterns.
- Extensive experience with the NJDOT Roadway Design Manual, AASHTO guidelines, MUTCD, and Complete Streets policies.
- Knowledge of Highway Safety Manual (HSM) and experience in conducting HSM analysis, including predictive methods, IHSDM, and ISATe tools.
- Strong communication and organizational skills for managing multiple projects simultaneously.
- Ability to collaborate effectively with a wide range of internal and external stakeholders, including NJDOT staff, local agencies, and consultants.
- Experience in preparing and presenting technical reports, progress reports, and other project documentation.
T&M Associates is committed to pay transparency and equitable compensation practices in compliance with applicable laws, including the New Jersey Equal Pay Act. T&M estimates that the salary range for this position will fall between $91,000 - $118,000. The actual salary offered may vary within this range, depending on a variety of factors including the candidate’s experience, educational qualifications, specific skills and knowledge, as well as internal pay equity and geographic location.
