The Senior Payroll Specialist is responsible for managing and executing all aspects of payroll processing with accuracy, timeliness, and compliance. This role oversees bi-weekly and monthly payroll cycles, ensures adherence to federal, state, and local tax regulations, and collaborates with HR and Finance to maintain accurate employee records and reporting. The Senior Payroll Specialist also leads payroll audits, resolves complex payroll issues, and implements process improvements to enhance efficiency and internal controls. The Senior Payroll Specialist also plans, directs, coordinates, administers, and supervises the activities of the prevailing wage and labor & contract compliance section of the organization and will provide advice, counsel and research on various local, state and federal laws. This position will be in our Long Beach office and you have the opportunity to work a hybrid schedule.
How you can make an impact:- Process and review semi-monthly payrolls for exempt and non-exempt employees
- Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices
- Maintain and update payroll records, including new hires, terminations, promotions, and benefit deductions
- Audit and reconcile payroll reports to ensure accuracy and resolve discrepancies
- Prepare and file quarterly and annual payroll tax reports (e.g., 941, W-2, W-3, 940)
- Collaborate with HR and Finance to ensure proper integration of employee data and benefits with payroll
- Respond to and resolve employee inquiries regarding pay, taxes, and deductions in a timely manner
- Support internal and external audits related to payroll and ensure documentation is accurate and up-to-date
- Generate payroll reports for management, finance, and compliance purposes
- Lead payroll system upgrades, enhancements, and implementation projects as needed
- Develop and document payroll procedures to ensure consistent and efficient processes
- Mentor or train junior payroll staff and provide subject matter expertise on complex payroll issues
- Designs and develops programs, polices, and practices to ensure that the organization complies with federal, state and local regulatory requirements related to prevailing wage, contract and labor compliance.
- Manages the quality control process for prevailing wage compliance.
- Manages the monitoring of business activities for compliance with prevailing wage regulations and provides advice to the Business Unit.
- Stays informed of prevailing wage and labor & contract compliance related laws and regulations.
- Partner with Business Unit management to provide advice and opinions on prevailing wage or unrecognized and potential prevailing wage projects.
- Support month end closing tasks as needed.
- Demonstrated comprehensive knowledge of federal, state and local labor laws, wage and hour guidelines as it relates to prevailing wage, public works, contract compliance, and payroll & accounting principles.
- Trains managers on prevailing wage compliance, wage determinations and proper completion of forms required for these types of projects.
- Bachelor's degree in Business or Accounting preferred.
- Minimum of 7 years of experience functioning in a prevailing wage, certified payroll and contract compliance capacity required.
- Prior experience with payroll systems such as ADP, Paycom, Workday, Paylocity, or similar platforms
- Must have knowledge of FSLA/Wage and Hour regulations, and best practices as they relate to payroll processing in a multi-state environment.
- Supplementary training and or designations (CPP, FPC) related to the payroll and compliance field, or equivalent education and experience, is preferred.
