About the Department
The purpose of this position is to plan, coordinate, and manage field activities of traffic signals and signs and pavement marking personnel. Responsibilities include analyses, reporting, and effective communication with staff, the public, and other agencies.
This classification has been designated as Safety Sensitive and is subject to random drug and alcohol testing. The position is driving essential and must conform to the Town's Safe Driving and Accident Policy and procedures.
Position Duties
- Responsible for management of traffic signal, signs, and pavement marking programs to ensure standards and objectives are achieved;
- Develops and implements training and monitors activities to ensure compliance with safety regulations; works with Safety Officer to coordinate training;
- Compiles and analyzes data pertaining to traffic operations and performs pertinent research and shares information to collaboratively identify solutions and trends;
- Compiles quotes, invoices, and other administrative documents, and has understanding of basic budgeting principles;
- Serves as a liaison with the public, staff, and other agencies such as OWASA, UNC, and NCDOT;
- Provides residents with information, answering resident questions, and responding to concerns or problems; investigates resident complaints, escalates as needed to traffic engineering staff, and follows up on complaints or violations to ensure they are resolved or corrected;
- Coordinates traffic resources needed for special events;
- Monitors employee performance, including issuing disciplinary actions, conducting performance evaluations, and assisting with the hiring process;
- Performs other duties as required.
Supervision Exercised
This work requires supervising and monitoring the performance of direct reports.
Physical Demands
The work is typically performed in the office and in the field. The position requires a high degree of dexterity.
Minimum Qualifications
Any combination of education and experience that provides the knowledge, skills, and abilities to perform the required job duties.
Knowledge of:
- Manual on Uniform Traffic Control Devices and the NCDOT Specifications Manual;
- Awareness of emerging trends and practices in the traffic engineering field;
- Safety practices and standards related to field of work;
- Principles, practices, and trends in effective supervision and customer service.
Ability to:
- Establish and maintain effective working relationships with agencies, staff, co-workers, and the public;
- Communicate effectively, both orally and in writing;
- Perform analyses and present findings;
- Utilize Microsoft Office products;
- Promote a culture of workplace safety;
- Work independently and organize the work of self and others;

Education
A high school diploma or equivalent with some technical and/or vocational experience in a related field is required.
Experience
Three years of experience related to operation and coordination, of which one must have been in a supervisory or lead capacity.
Other Qualifications
Certifications
- IMSA Work Zone Temporary Traffic Control certification and ITRE Work Zone Safety certification are required within six months of employment.
- IMSA Traffic Signal Level I certification required within 12 months of employment.
- IMSA Sign and Pavement Markings Level I certification required within 18 months of employment.
- IMSA Roadway Lighting Technician Level I certification required within 24 months of employment.
- The possession of a valid driver’s license issued by the state of North Carolina.
