Major Duties:

  • Prepare or request required reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions.
  • Creates, compiles and maintains physical and electronic case files, decision records, administrative records.
  • Shares reports, documents, and other information after determining that it is complete and identifies the appropriate specialists and leadership are provided information timely.
  • Oral and written communication is well structured to present pertinent information and achieve desired outcome
  • Develops cost estimates for processing applications that demonstrate a thorough understanding of the project deliverables, specialist and leadership commitments, and timeline for the application.
  • Identifies competing priorities, schedule issues, or conflicts and proactively engages BLM project team and leadership with recommendations for resolution.
  • Communicates and presents project information to public, BLM, and stakeholders in a clear manner and seeks clarifying information from the applicant as needed.
  • Well versed in researching and understanding the law, regulation, and policy pertaining to authorizations for uses of public lands and documents required for processing applications.
  • Clearly communicates requirements to internal and external audiences.
  • Develops recommendations for BLM action supported by law, regulation, and policy.

OR Successful completion of one full year (18 semester hours) of graduate level education in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position OR Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. OR an equivalent combination of specialized experience and appropriate education. Graduate level education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. To qualify for the GS-09 you must have at least one year of specialized experience equivalent to the GS-07. OR master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR an equivalent combination of specialized experience and appropriate education. Graduate level education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. To qualify for the GS-11 you must have at least one year of specialized experience equivalent to the GS-09 OR Ph.D. or equivalent degree OR 3 full years of progressively higher graduate level education leading to such a degree, OR LL.M. if related. OR A combination of education and experience. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
