Job Description:

The Oregon Public Utility Commission (PUC) is seeking a Human Resources Professional with enthusiasm for public service to join our team.

PUC’s operational responsibilities are focused on ensuring safe, reliable, and affordable utility services while implementing state policies. PUC oversees rate-setting, utility safety, energy resource planning, and consumer protection, while implementing policies related to clean energy, wildfire mitigation, and telecommunications access. We play a key role in financial oversight, emergency response coordination, and public engagement, ensuring transparency and accountability in utility operations.

As a Senior Human Resources Business Partner for the Oregon Public Utility Commission and the Oregon Board of Maritime Pilots, you will analyze and solve complex and sensitive workplace and human resources challenges, thereby contributing to and supporting the agency in achieving its mission. 

You will apply your experience and training in providing guidance and policy interpretation for management and employees in key areas of workplace administration, including:

About the Oregon Public Utility Commission:

The PUC sets utility rates and terms of service through broad delegated legislative responsibility and must balance the interests and rights of multiple organizations and individuals representing divergent and conflicting business, consumer, and public interests. Investor-owned utilities currently receive approximately $5 billion in revenues annually from 2.4 million Oregon consumers. The PUC receives no General or Lottery funds, and instead is funded through a dedicated per-month fee on regulated natural gas, electric, telecommunication, and water utility bills.

Please Note: New employees to PUC who are Public Employee Retirement System (PERS) participating members (those meeting eligibility requirements at time of hire) are paid within the PERS-eligible/AP salary range for this position as follows:

Senior Human Resources Analyst (HRA3) PERS-AP Salary Range: $6,791 to $10,021 monthly (for active PERS members reflecting a monthly 6% contribution/increase)

Employees new to State of Oregon employment, or who are not yet a PERS participating member, will receive the 6% increase (employee contribution) upon meeting PERS eligibility, generally after completion of six-months of qualifying State of Oregon employment.

The Incumbent MUST work in-person at the PUC Salem office 1-2 days per week, or at times with greater frequency to support business needs, training, or related activities. During the initial training period for this position, frequent in-office work may be necessary. Currently, employees who live in the State of Oregon may request approval for a hybrid work option (generally from the employee’s personal residence).

Hybrid work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

What you will do as a Senior Human Resources Business Partner:

In this role, as a human resources generalist you will consult with and advise managers and employees on workforce and human resources topics, research and develop policies, compile organizational metrics, deliver training, and provide guidance on performance management practices.

Major Duties Include:

  • Consult with and advise managers and employees regarding interpretation and application of workplace laws, rules, and policies.

  • Interpret and apply complex leave laws and policy frameworks, assisting management and staff in understanding leave options and protections.

  • Conduct assigned recruitments, analyzing current and future staffing objectives.  Advise hiring managers in development of effective recruitment strategies in alignment with agency staffing objectives and recruitment policies.    

  • Conduct job classification reviews and studies. Provide fact-based classification recommendations.  Serve as agency contact/lead for statewide classification projects.  Analyze and recommend position and staffing structures.  

  • Use Workday Oregon (HRIS system) for accurate and timely completion of workplace data and actions. Apply Workday subject-matter expertise and related resources to support reporting and quality assurance activities.  

  • Serve as a project lead or agency contact for agency and statewide workplace initiates and projects.

  • Coordinate and conduct fact-findings, workplace investigations; (i.e., policy violations, grievances, discrimination/harassment, conduct). Develop recommendations, draft disciplinary documents. Provide response or testimony for hearings/ discovery requests.

  • Facilitate workplace accommodation requests in alignment with the Americans with Disabilities Act (ADA).

  • Research, draft, or update workplace policies and procedures. Develop and deliver training on workplace topics and policies.

  • Lead or contribute to completion of agency affirmative action plan. Research and develop benchmarks supporting affirmative action, diversity, equity, and inclusion goals.

Minimum Requirements:

A Human Resources professional with a Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position.

OR

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.

OR

Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

Requested Skills: 

(It is not necessary to have each of the requested skills to be considered for this position)

  • Experience providing senior-level evaluative, consultive, and policy work within a Human Resources division of a State of Oregon Agency.

  • Experience as a human resources professional providing professional guidance across diverse topic areas that may include: federal and state workplace policy frameworks, employee relations, employee development and performance, leave administration and protections, ADA interactive processes, progressive discipline, talent acquisition, and/or workplace investigations.

  • Experience applying analytical skills and critical thinking to develop recommendations and solutions for workplace challenges and concerns through research, interpretation, and application of workplace laws, rules, and policies. 

  • Effective written and oral communication skills to explain complex and nuanced workforce requirements and concepts, and to prepare written reports, letters, and informational documents.

  • Experience using Microsoft Office Suite (Excel, Word, Teams,) to provide professional communication and reports.

  • Experience planning, conducting, and advising others regarding recruitment and selection practices, laws, and policies.   

  • Experience conducting and documenting investigations and interviews regarding workplace issues and concerns.

  • Experience using Workday, or similar software necessary for accurate and timely completion of business processes and actions. 

  • Experience conducting job classification activities (i.e. position development, desk audits, authoring classification reviews and recommendations).

  • Experience and confidence in facilitating sensitive conversations and meetings, and communicating information, some of which may be nuanced, uncomfortable, or sensitive. 

  • Ability to manage competing deadlines, assignments and projects, while providing professional and accurate communications and service.
