Job Title: Records Manager 

Job Type: Full-time 

Salary Range: $125,000 - $135,000 

Location: Hybrid, DC - Hybrid work arrangement with required onsite presence during core federal hours (Monday-Friday, 9:00 AM - 3:00 PM ET) and additional onsite coverage as mission dictates

About the Role:  

The Records Manager provides expert leadership, guidance, and operational support for records management program, ensuring full compliance with federal laws, regulations, and the National Archives and Records Administration (NARA) requirements. The Records Manager will oversee the implementation, maintenance, and optimization of Electronic Records Management (ERM) system, while coordinating across agency divisions and with HHS to ensure consistent and compliant management of all records electronic and physical. 

The ideal candidate will bring deep knowledge of records management principles, strong understanding of NARA and HHS guidelines, and experience leading enterprise-wide electronic records initiatives. This position plays a critical role in supporting the Agency’s mission by ensuring transparent, secure, and compliant information about lifecycle management. 

Requirements

Roles & Responsibilities:  

  • Provide ongoing support to the Agency records liaisons on NARA guideline implementation, electronic records retention, and litigation holds. 
  • Coordinate with HHS and agency staff to resolve records management issues and ensure compliance with NARA and federal requirements. 
  • Develop and maintain records management policies, SOPs, and training materials. 
  • Lead the implementation and sustainment of the new ERM system, ensuring compliance with NARA standards and achieving 99% uptime. 
  • Achieve 100% compliance with records management regulations and complete 95% of records requests (e.g., NARA, litigation holds, PIAs) within required timelines. 
  • Conduct records inventories, audits, and records schedule reviews; manage authorized destruction of paper and electronic records. 
  • Identify and address data governance and records management requirements across Agency divisions. 

Required Professional Skills: 

  • Demonstrated experience implementing or managing an enterprise ERM system. 
  • Strong knowledge of records retention, disposition, and litigation hold processes. 
  • Excellent written and verbal communication skills with ability to translate technical requirements into clear guidance and training materials. 
  • Proven experience coordinating with NARA, HHS, and agency program offices on compliance and reporting. 
  • Experience supporting HHS or Agency records management programs. 
  • Familiarity with federal records management policies (e.g., 36 CFR Chapter XII, Subchapter B; OMB/NARA M-19-21 and M-23-07). 
  • Experience conducting records audits and inventories across large, distributed organizations.

Education/Experience Requirements: 

  • Bachelor’s degree in information management, Library Science, Public Administration, or a related field; master’s degree preferred. 
  • Minimum of 7 years of experience in federal records management, including experience with NARA requirements and electronic records systems. 
  • Certified Records Manager (CRM), Information Governance Professional (IGP), or similar certification; familiarity with 36 CFR and OMB/NARA guidance (e.g., M-19-21, M-23-07).
