POSITION SUMMARY
The City of Portland Bureau of Environmental Services (BES) is seeking a Supervisor II to lead the bureau’s Operations and Maintenance (O&M) administrative support team, which is responsible for personnel administration, timekeeping, training coordination, and business process optimization for over 200 employees at its Wastewater Treatment Plant.
What you’ll get to do:
- Supervise a professional team that provides administrative, personnel and timekeeping support for over 200 O&M employees
- Lead, manage and evaluate program effectiveness including preparing and presenting data and information to bureau leadership
- Create standard practices, policies, and processes for work unit operations
- Develop, implement, and manage the group’s records management plan and strategy
- Analyze and optimize technology and data for the O&M group, including computer inventories and locations, mobile devices, and software licensing
- Lead the refinement of workforce development and training for the O&M group, including evaluating training gaps and transforming identified needs into actionable business cases
An ideal candidate will demonstrate through direct or transferable experience:
- Ability to lead and manage a team of professional administrative support staff
- Three years of progressively responsible experience in a public agency customer service, administrative, and timekeeping role, including experience in a supervisory role.
- Knowledge of timekeeping processes and rules
- Understanding and experience with workforce and personnel planning and development

- Experience in the principles and standards of employee supervision, including training, scheduling, and performance evaluation
- Ability to establish and maintain effective working relationships with management, staff, and others encountered in the course of work

- Experience making decisions within established policies and procedures that influence the daily operations of the unit, staff, and group
- Knowledge of principles and practices of leadership, current business communication, public administration, budget preparation and administration, program evaluation, and fields related to the mission and purpose of the organizational unit and Bureau/Office.
