The Program Manager (PM) serves as the primary onsite lead and Contractor Representative (CR) for Akicita Federal. This individual is the central Point of Contact (POC) for the NIH Clinical Center’s Contracting Officer (CO) and Contracting Officer's Representative (COR) regarding all contract implementation, coordination, and administration. The PM oversees the delivery of Medical Support Assistant (MSA) staffing to the department, ensuring all services meet or exceed Joint Commission (JC) standards and NIH directives.
Key Responsibilities
Contract Administration: Act as the primary authority for the contractor onsite, managing the day-to-day execution of the PWS and task orders.
Communication & Liaison: Maintain professional deportment and responsiveness while facilitating communication between NIH leadership, contractor supervisors, and administrative personnel.
Performance Oversight: Monitor staff performance against Acceptable Quality Levels (AQLs), including maintaining a 90% or higher fill rate and a turnover rate below 15%.
Quality Control: Implement and manage the Quality Control Plan (QCP), addressing any personnel performance issues or contract discrepancy notices within three (3) business days.
Compliance Management: Ensure 100% compliance with mandatory training, including HIPAA, NIH Information Security, and OSHA requirements.
Staffing & Recruitment: Oversee the recruitment and retention plan, ensuring all personnel are U.S. Citizens or Green Card holders with valid background checks (SF 85-P) prior to performance.
Incident Reporting: Serve as the lead for reporting any security or privacy incidents to the NIH Information Security Program within one (1) hour of discovery.
Reporting & Invoicing: Prepare and submit mandatory monthly status reports and verify the accuracy of all timecards and invoices before submission to the Government.
Minimum Qualifications
Education: Bachelor's Degree
Professionalism: Demonstrated ability to maintain professional conduct in a 24/7/365 mission-critical research hospital environment.
Experience: Proven experience in healthcare staffing management, preferably within a federal or clinical research setting.
Regulatory Knowledge: Deep understanding of Joint Commission standards, the Privacy Act of 1974, and HIPAA regulations.
Administrative Skills: Proficiency in managing complex shift schedules to ensure coverage for planned and unplanned absences without service disruption.
Clearance: Ability to pass a National Agency Check for Trustworthiness (NACT) and maintain a favorable status as a condition of employment.
